This chapter shall apply to premises within the City of Glens Falls as follows:
A. 
Lots, plots or parcels of land which are vacant or upon which buildings used for dwellings or buildings for mixed occupancy or vacant buildings are located.
B. 
Residential buildings, including one- and two-family dwellings and multiple dwellings, except as specifically excluded.
C. 
Residential occupancies in buildings of mixed occupancy.
D. 
Vacant buildings.
E. 
Vacant residential or mixed-occupancy buildings.
F. 
Accessory structures which are accessory to dwellings or vacant buildings.
No person shall occupy as owner-occupant or let or rent to another for occupancy any dwelling, rooming house, dwelling unit or rooming unit for the purpose of living, sleeping, cooking or eating therein which does not comply with the requirements of this chapter.

The purpose of this chapter is to protect the public health, safety and welfare by establishing minimum standards for the maintenance of premises, to fix responsibilities and duties, to authorize and establish procedures for the inspection of such premises, to fix penalties for the violations of this code and to provide for the right of access by the City or its agents to permit repairs when the City believes that the health, safety and welfare may be in jeopardy. This chapter is hereby declared to be remedial and essential to the public interest, and it is intended that this code be liberally construed to effectuate the purpose as stated herein and to protect the appearance and value of the City as a whole.
