2.2.1 The city officers to be elected by the city at large shall
be a Mayor, two City Judges and one Councilman-at-large. There shall
also be one Councilman and and one Supervisor named from and elected
by the qualified voters of each ward. [Amended 7-20-2000 by

2.2.2 The term of office of the Mayor, the City Judges and the
Councilmen shall be four years; of the City Supervisors shall be the
same as of Town Supervisors. The term of office of each elective officer
shall begin on the first day of January next following his election. [Amended 7-20-2000 by L.L. No. 5-2000]
2.2.3 Effective with the general City elections of 1965, no
elective officer, judges and supervisors excepted, will serve more
than eight consecutive years. In computing the eight years, time served
in office prior to the first day of January 1966 is not to be counted.
The supervisors that represent the City at the county level will serve
terms that mirror the terms of the supervisors from the county's towns. [Amended 7-10-2007 by L.L. No. 7-2007]
2.4.1 The appointive officers of the city shall be a City Clerk,
a Superintendent of Public Works, a City Attorney, one Assessor, six
members of the Board of Public Safety, four members of the Water Commission,
six members of the Board of Public Health, three members of the Cemetery
Commission, five members of the Tree Commission, five members of the
Recreation Commission, six members of the Zoning Board, seven members
of the Planning Board, three members of the Civil Service Commission
and such other officers as the provisions of this charter may require
to be appointed. Unless otherwise provided herein, the various appointive
officers created hereby shall be appointed by the Mayor.
2.4.2 The term of office of each of said officers shall be:
for the members of the several boards and commissions, as specified
in the appropriate Article of this charter, or in the local law or
ordinance establishing such board or commission, provided however
that they shall in all cases serve until their successors are appointed
and qualified; for the City Attorney, the Assessor, the City Clerk,
the Superintendent of Public Works and such other officers as the
provisions of this charter may require, unless otherwise specifically
provided herein, for the term of office of the Mayor by whom they
are appointed. The term of all appointed officers shall begin on the
date specified in the certificate of appointment.
2.6.1 No person shall be elected or appointed to any city office
unless he shall at the time be a resident elector of said city, nor
to any ward office unless he shall at the time be a resident elector
of the ward for which he is elected or appointed; nor shall any person
hold more than one of said officers. Every person elected or appointed
to office shall possess the qualifications prescribed by three of
the Public Officers Law.
2.6.2 Whenever any officer of said city shall cease to be a
resident thereof, his office shall thereby become vacant. Whenever
any officer of any ward of said city shall cease to be a resident
of said ward, his office shall thereby become vacant.
2.6.3 No person shall serve as Mayor or as a member of the Common
Council of the City of Glens Falls while at the same time serving
as a city employee in a separate capacity. "City employee" shall be
defined in accordance with Section 1.10.4 of the Charter of the City
of Glens Falls. Should at any time a then currently serving Mayor
or Common Council member enter into the employ of the city, his or
her elected city office shall thereby become vacant, or in the alternative,
any person employed by the City shall not qualify for the office of
Mayor or Common Council member until such employment is no longer

2.8.1 The salaries of the Mayor, the Councilman-at-large, the
councilmen and the City Judges shall be fixed by the Common Council
and shall not be increased during the elective term of said officers.

2.8.2 The salaries and compensation of the appointed officers
and employees shall be fixed by the Common Council, except as such
officers and employees are required to serve without compensation,
and except as such salary or compensation is fixed by law or otherwise
provided by charter.
2.8.3 The compensation fixed by the Common Council or by law
for the several officers and employees shall be in full for all services
which they shall respectively perform for said city in any and all
capacities proper to their offices.
2.8.4 No officer of the city government, except the Clerk of
the city court, City Attorney, court officers, Commissioners of Deeds
and city officers, acting as Commissioners of Deeds, shall have or
receive to his use in addition to his salary, any perquisites, compensation
or fees for services pertaining directly or indirectly to the duties
of his office.
2.8.5 All fees and perquisites received by officers and employees
shall, unless otherwise provided by this charter, be paid to the City
Controller by the 10th day of the month after the receipt thereof.
The City Treasurer shall give a receipt for said moneys; and he shall
have the power to enforce payment of the same by suit in the name

2.8.6 Unless otherwise provided by this charter, the members
of all boards and commissions created herein shall serve without compensation,
except that they shall be entitled to their necessary expenses when
attending to the business and affairs of the city pertaining to their
respective departments.
2.10.1 Other than as provided in this charter, if a vacancy
shall occur in any appointive office of the city otherwise than by
expiration of term, the officer, or officers, body or board of officers,
authorized to make appointment to the office for the full term shall
appoint a person to fill said vacancy for the balance of the unexpired
term.
2.10.2 Other than as provided in this charter, if a vacancy
shall occur in any elective office of the city otherwise than by expiration
of term, the Common Council, by a vote of the majority of all the
Councilmen in office, shall appoint a person to fill said vacancy.
The Mayor shall not have a vote, except in case of a tie, nor shall
be have veto power over such appointment. The term of office of an
officer appointed to fill a vacancy in an elective office shall be
until the commencement of the political year next succeeding the first
annual election after the happening of the vacancy.
2.10.3 If the vacancy occurs before the election but after the
closing date for nominations for that election in a year other than
the year in which general city elections are held, the term of office
of the officer appointed under the provisions of 2.10.2 shall be until
the commencement of the political year next succeeding the second
annual election after the happening of the vacancy. If the vacancy
should thus occur in a year in which the general city election is
held, the term of office shall be for the balance of that year. The
newly elected Common Council shall then, immediately upon taking office,
appoint a person to fill the vacancy under the terms of Section 2.10.2.
