There shall be a Milford Access Television Committee (the Committee).

(a) 
The Committee shall be responsible for assuring the day-to-day operation of the Milford Government Access Television Station, known as "Milford Government Access Television (MGAT)."
(b) 
In order to maintain MGAT, the Committee shall act as the oversight authority for all employees, contractors, vendors, and volunteers needed to operate the station and shall delegate to the MGAT Senior Producer/Broadcast Director the day-to-day responsibilities of said oversight authority. The Committee shall make recommendations to the Mayor on MGAT personnel selection, appointment, employment, and personnel matters. The Committee shall also be responsible for assuring that MGAT is in conformance with the policies and procedures established by Connecticut and federal statutes, laws, and regulations.
(c) 
The Committee shall be responsible for drafting the annual budget request for MGAT in accordance with the City of Milford budget process and it shall maintain an oversight and approval role in the management and expenditure of approved funds for the management of MGAT.
(d) 
The Committee shall be responsible for assuring that Milford government programming is made available to the citizens of Milford and shall maintain a complete collection of DVDs of all Milford public meetings at the Milford Public Library for all citizens to view, free of charge.
(e) 
The Committee shall maintain a liaison with the appointed representatives from the City of Milford to the Cable Advisory Council Area Two in order to remain familiar with the public/education/government (PEG) environment and to provide information to the representative as to the Committee's concerns.

(a) 
The Committee shall consist of five voting members.
(b) 
The five members shall be appointed by majority vote of the Board of Aldermen. The term of office of each member so appointed shall be as follows: two members shall be appointed for a term expiring December 31, 2009, and three members shall be appointed for a term expiring December 31, 2010. Commencing January 1, 2010, all appointments to fill vacancies due to an expired term shall be for a term of three years.
