A. 
The State of New Jersey has enacted laws requiring the installation of at least one smoke detector and in 2002 requiring the installation of at least one carbon monoxide detector on each level of one- and two-family dwellings.
B. 
The issuance of a certificate of smoke detector/carbon monoxide installation compliance is required by the New Jersey Administrative Code as may from time to time be amended and incorporated herein for all Use Group R-3 structures.
A. 
Every owner of a one- or two-family dwelling shall install not less than one smoke detector/carbon monoxide detector on each level of said dwelling.
B. 
Said detectors shall meet the minimum standards of law and associated administrative regulations.
C. 
No residential property shall be reoccupied by sale or rental unless and until a certificate of smoke detector/carbon monoxide installation is first acquired.
D. 
The State of New Jersey Division of Fire Safety, its designated employees, agents or servants, shall be the responsible agency to perform duties associated with ensuring compliance and issuance of the certificate of smoke detector/carbon monoxide installation.[1]

E. 
The inspector shall meet and hold such designation as required by law to be a State of New Jersey certified fire official/inspector.
F. 
An application/inspection fee as may from time to time be set by the inspection agency is required to be paid for each dwelling unit to be inspected before inspection.
Any owner of a dwelling unit who offers to sell or rent, or sells or rents after April 1, 1992, without having first acquired a certificate of smoke detector/carbon monoxide installation shall be subject to a penalty as provided in Chapter 1, Article I, General Penalty, of this Code.
