It shall be unlawful for any person to keep, or allow to be kept, any dog which, by causing frequent, long or excessive noise, specifically but not necessarily limited to barking or howling, shall disturb the comfort or repose of persons residing in the vicinity of where the dog is kept.
The duty of administering and enforcing the provisions of this article is hereby conferred upon the Animal Control Officer or upon such other person as may be designated by the Board of Supervisors, provided such designee may not hold any elective office in the Township.
In determining whether said noise, barking or howling shall be frequent, long, or excessive so as to disturb the comfort or repose of the persons residing in the vicinity where the animal is kept, the Animal Control Officer or Board designee may take into account the totality of the circumstances, including but not limited to the zoning area in which the alleged violation has occurred.
Any person who shall violate the provisions of this article shall, upon being found liable therefor in a civil enforcement proceeding, be punishable as provided in § 1-3, Civil enforcement, of the Code of the Township of South Strabane.

A. 
Except as shall be permitted under Township ordinances within a park, zoo or similar permitted establishment for exhibit to the public, it shall be unlawful for any person to own, possess, keep, harbor, assist or have in one's possession any exotic or wild animal.
B. 
Except as otherwise permitted in this article, it shall be unlawful for the owner, possessor or any other person in control of a lot, tract, parcel of land within the Township or any residence, tenancy or business premises so situated to knowingly permit any other person to be in possession of an exotic or wild animal upon the property or premises.
A. 
Definitions. For the purposes of this article, the following terms shall have the meanings indicated:
EXOTIC OR WILD ANIMAL
Any animal, bird, fowl, or reptile that is not normally or ordinarily domesticated in the United States or is wild by nature or not normally or ordinarily raised in the area as livestock or for work or breeding purposes or not normally or ordinarily kept as a household pet. Further, the definition shall include exotic or wild animals, whether bred in the wild or as hybrids with domestic species.
B. 
The following list is intended to be a guide, utilized as examples of exotic or wild animals, but is not intended to be, nor is it, an exhaustive or limiting list of animals deemed to be exotic or wild:
(1) 
Apes, monkeys, chimpanzees or baboons.
(2) 
Lions, tigers, bobcats, cougars, leopards, jaguars or mountain lions.
(3) 
Wolves, coyotes, foxes or jackals.
(4) 
Bears.
(5) 
Reptiles, such as venomous or constricting snakes.
(6) 
Alligators or crocodiles.
(7) 
Hyenas.
(8) 
Giraffes, camels, emus or ostriches.
(9) 
Raccoons.
(10) 
Kangaroos or opossums.
(11) 
Anteaters, sloths or armadillos.
(12) 
Mongoose.
This article shall not apply to the following:
A. 
Institutions accredited as zoos or aquariums.
B. 
Licensed humane societies.
C. 
Animal Control Officers, provided that such activity is in furtherance of the officer's duties.
D. 
Licensed veterinary hospitals or clinics.
E. 
Licensed commercial pet stores, provided such stores maintain appropriate licenses or other permits as may be required by state or federal agencies.
F. 
Any other entity as permitted by Township ordinances.
No animal located within the Township prior to the enactment of this article shall be exempt from the provisions of this article.
A. 
Any person or entity that violates any provision or part of this article shall, upon conviction thereof, be punishable as provided in § 1-3, Civil enforcement, of the Code of the Township of South Strabane.[1]

B. 
In addition to the above, the Township may, at its discretion, cause to be seized any exotic or wild animal. Further, the Township may seek injunctive relief in any court of competent jurisdiction to have any such animal removed.
C. 
The remedies available to the Township are not mutually exclusive, and the Township may avail itself of any and all remedies, either singularly, collectively or in the alternative.
