The Department of Fire, Rescue and Emergency Services, through the individual or individuals so designated to perform such functions, duties and responsibilities, shall have the powers and duties established by Article XI of the Charter.

A. 
The County of Suffolk does hereby make and declare its formal intention to participate in the Public Law 85-606 program of the United States of America.
B. 
The County Executive of the County of Suffolk is authorized and directed to make application and file the necessary certifications for the Suffolk County Department of Fire, Rescue and Emergency Services to be eligible to receive federal funds and to participate in federal contributions for civil defense personnel and administrative expenses.

A. 
Legislative intent. Auxiliary police personnel are engaged in work of a sensitive nature assisting police personnel in the preservation of law and order and public safety. Due to the nature of the work, there exists a need to scrutinize the individual backgrounds of applicants for auxiliary police positions, since they deal with public safety, child welfare, highway safety and other job-related duties.
B. 
Authority.
(1) 
The Suffolk County Department of Fire, Rescue and Emergency Services is hereby authorized to require fingerprints from applicants for auxiliary police positions and is further authorized to submit fingerprint inquiries to the State of New York Division of Criminal Justice Services.
(2) 
The Suffolk County Department of Fire, Rescue and Emergency Services is further authorized to pay the prescribed fees for the processing of fingerprint inquiries to the State of New York Division of Criminal Justice Services to the extent that funds are properly budgeted and appropriated by the Suffolk County Legislature.

The Department of Fire, Rescue and Emergency Services is hereby authorized, empowered and directed to:
A. 
Develop a registry of all pet stores, animal hospitals, and kennels in Suffolk County. The Department shall make this registry available to all towns, villages, fire districts, fire departments, and fire marshals in Suffolk County.
B. 
Develop a program to ensure the filing of floor plans and/or registries of animals on site with local fire departments by pet stores, animal hospitals and kennels to enable safe evacuation of pets and animals in the event of a fire or explosion in a pet store, animal hospital or kennel.
C. 
Work with all towns, villages, fire departments, fire marshals, pet stores, animal hospitals and kennels, as well as the Suffolk County Society for the Prevention of Cruelty to Animals (SCSPCA), to develop a coordinated emergency response evacuation plan for pets and animals in each jurisdiction in the event of an emergency or disaster.
D. 
Establish additional pet-friendly emergency shelters throughout Suffolk County for use in times of emergency or disaster.
