The governing boards of any hospitals or sanatoriums operated by the County shall be and continue as at present organized, with the powers and duties now provided by law. In addition, the County shall have the authority to purchase, establish, build, operate and/or maintain one or more County hospitals for chronic care or otherwise. Supplies and equipment for hospitals and sanitoriums, except medical supplies and equipment up to $500 in case of emergency, shall be purchased through the County Director of Purchasing. Said boards shall, in all respects, be subject to the budget and other financial provisions of this Charter; and all contracts in connection with the construction or reconstruction of new buildings or the repair, maintenance or operation of existing buildings, when recommended by said boards, shall be advertised and made and the work pursuant thereto done in the same manner as provided in this Charter for other County buildings. Vacancies in such boards, by reason of expiration of term, shall be filled by appointment of the County Executive subject to the approval of the County Legislature for the term now provided by law. Other vacancies shall be filled in the same manner but for the unexpired balance of the term only.

All other offices, departments, boards and commissions of the County government existing when this Charter becomes effective in the County, including, without limiting the generality thereof, such offices and bodies as the Commissioner of Jurors, Board of Elections, County Sealer, Probation Department and Planning Board, shall continue with the same authority, rights and duties as now or hereafter provided by law, the continuation of said offices, departments, boards and commissions to be subject to local law and any general or special law applying to such offices and bodies. It is the intention of this Charter that such offices and bodies shall continue without general interference, except as otherwise provided in accordance with the procedures established by law.
