The Council of the Borough of Ambridge, Beaver County, Pennsylvania, shall and does hereby appoint and designate the Laughlin Memorial Library as the agent of the Borough to provide public library services to its residents and taxpayers.
The Council of the Borough of Ambridge shall and does hereby appropriate the sum of $12,000 for the year 1974, said sum to be paid to the Laughlin Memorial Library and to be used for the purpose of assisting with maintenance of a library.
The Council of the Borough of Ambridge hereafter may annually appropriate and pay to the Laughlin Memorial Library a similar, lesser or greater sum to assist said library to qualify for state aid, in accordance with the provisions of the Library Code of the Commonwealth of Pennsylvania, as set forth in the Act of Assembly of 1961, P.L. 324.[1]

The Council of the Borough of Ambridge is hereby authorized and directed to appoint two members of the Board of Directors of the Laughlin Memorial Library to serve on said Library's Board of Directors in accordance with the provisions of the Library Code as hereinbefore mentioned.
