Trucks, buses, commercial vehicles, tractors or tractor-trailer
combinations having an unladen weight in excess of 2 1/2 tons
are hereby excluded from those portions of the following roads, streets
and highways lying within the Incorporated Village of the Branch:

Specifically excluded from the application of the provisions of § 260-18 are vehicles owned or operated by or for the State of New York and any of its political subdivisions, vehicles owned or operated by any public utility and vehicles engaged in the pickup or delivery of merchandise or other property to points along the above highways or to other points for which said highways are the sole source of access.
