All streets and sidewalks to be offered for dedication to the Village of Cazenovia shall be constructed in accordance with the standards and specifications set forth in this chapter and article. Unless otherwise indicated, the standards set forth in Chapter
155, Subdivision of Land, of this Code, shall be deemed a part of this chapter and applicable by reference.
Unless otherwise indicated, all words and terms used in this article shall have the same meaning as set forth in Chapter
155, Subdivision of Land, of this Code.
Prior to the commencement of street construction or reconstruction,
plans shall be prepared by a New York State licensed engineer and
submitted to the Village for review and approval. The plans will show
original ground elevations, proposed rights-of-way, finished grades,
center line profiles, typical cross-section, geometry, proposed drainage
facilities and other utilities.
Sidewalks shall be installed in accordance with Details 4 and
5 set forth at the end of this chapter and the following specifications:
A. Sidewalks shall be constructed of 4,000 psi fiber mesh reinforced
concrete to dimensions and locations specified by the Village. The
maximum size of course aggregate shall be 1 1/2 inch. Concrete
shall have a slump of between 1 1/2 and four inches. The concrete
mixtures shall have air content by volume of concrete, based on measurements
made immediately after discharge from the mixer of 5% to 7%. Air content
shall be determined in accordance with ASTM C 231. Compounds containing
calcium chloride shall not be used.
B. Sidewalks shall be four inches thick and reinforced with fiber mesh
at all locations, except in driveways where the depth will be six
inches.
C. Special care must be given to see that fiber mesh is fully incorporated
into concrete prior to placement.
D. Fiber mesh found not to be incorporated at time of placement may
cause rejection of the entire concrete load.
E. Concrete after placement that is found to have pockets of fiber mesh
may cause the contractor to remove and replace concrete at the contractor's
expense.
F. Subgrade shall be maintained in a smooth, compacted condition in
conformity with required section and established grade until concrete
is in place. Subgrades and forms shall be wet down sufficiently in
advance of the placing of concrete to insure a firm and moist condition.
G. Sidewalks shall be grooved at right angles to sidewalks at intervals
equal to width of sidewalks, unless otherwise specified, and shall
also be constructed in accordance with the following standards:
(1) The control joint groove depth will not exceed 25% of the walk thickness.
(2) One-half-inch preformed bituminous expansion shall be installed where
sidewalks abut against curbing or other concrete construction.
(3) Expansion joints shall be installed in a straight run of sidewalks
at intervals of not more than 20 feet.
(4) Joint material shall extend from a level 1/4 inch below the surface
of the sidewalk to the underside of concrete.
(5) Village standard sidewalk dimensions are five feet wide with scored
five-foot modules.
H. Sidewalks shall have a brushed surface perpendicular to direction
of travel.
I. Dusting to absorb surface water will not be permitted.
J. Joints and edges shall be rounded with an approved edging tool.
K. All concrete must be protected until fully cured. Damaged section(s)
must be replaced if vandalism occurs during the curing process.
L. All new Village streets shall include a pedestrian sidewalk on at
least one side of the street. All sidewalks shall comply with the
most current version of ADA standards, with a maximum sustained (>30
feet) slope of 5%. No sidewalk ramp slope will exceed 8%, except for
non-traveled curb cut wings (maximum 10%). Sidewalk cross slopes will
not exceed 2%. Minimum sidewalk width for new sidewalks shall be five
feet.
Streetlighting shall be provided for all Village streets. Lighting
poles and fixtures shall be selected from those available from National
Grid, and as specified by the Village of Cazenovia Planning Board.
All lighting fixtures shall be shielded, downward directed, and "Dark
Sky" compliant. Pole height, pole location, and fixture type shall
be determined by the Village Planning Board and National Grid. All
lighting wiring shall be installed underground.
The maximum driveway slope within the street right-of-way shall
not exceed 10% and shall be designed to prevent vehicle scraping at
the street. The minimum driveway width at the edge of the street shall
be 12 feet.
All new streets shall include curbs or asphalt "tip ups" as
determined by the Planning Board.
