[Adopted as Ch. 7, Art. VI, of the 1964 Code]

There is hereby created a Plan Commission for the Village of Flossmoor, Illinois, which Commission shall consist of seven members to be appointed by the Mayor by and with the advice and consent of the Board of Trustees, in the same manner as other officers of the Village are appointed and subject to the provisions of all ordinances relating to appointment of officers of the Village; provided, however, that the Chairman of the Zoning Board of Appeals shall be appointed as a member of said Plan Commission to serve during the period of appointment and service. The successors to all members now serving and those herein provided to be now appointed, and thereafter all members of the Plan Commission, other than the Chairman of the Zoning Board of Appeals, shall be appointed for terms of three years each, except in the event of a vacancy as noted below. At the expiration of their terms all members of the Commission shall continue to serve until their successors are appointed and qualified. One of the members so appointed shall be named as Chairman at the time of his appointment. Vacancies for the unexpired term of any member whose place shall become vacant shall be filled by appointment of the Mayor and Board of Trustees for the unexpired term in the same manner as original appointments are made.
Said Plan Commission shall have power and duties as follows:
A. 
To prepare and recommend to the Mayor and Board of Trustees a Comprehensive Plan of public improvements, looking to the present and future development of the Village, which said Plan, after its adoption by the Mayor and Board of Trustees, shall be known as the "Official Plan of the Village of Flossmoor." The Official Plan shall be comprised of the Village's Comprehensive Plan, Zoning Ordinance and Subdivision Ordinance as well as subarea and/or neighborhood plans that may from time to time be recommended by the Plan Commission and approved by the Village Board. Said Commission may thereafter from time to time recommend any changes of such "Official Plan."
(1) 
Such plan will include:
(a) 
Reasonable standards of design for subdivisions and for resubdivisions of unimproved land and of areas subject to redevelopment;
(b) 
Reasonable requirements governing the location, width, course and surfacing for public streets, alleys and ways for public service facilities, curbs, gutters, sidewalks, streetlights, parks, playgrounds, school grounds and other public grounds, size of lots to be used for residential purposes, stormwater drainage, water supply and distribution, sanitary sewers and sewage collection and treatment;
(c) 
Land suitable for annexation to the Village and recommended zoning classification for such land upon annexation, applicable in unsubdivided lands within the corporate limits, and in contiguous territory outside of and distance not more than 1 1/2 miles from the limits of the Village and not included in any city, village or unincorporated town.
(2) 
Such requirements to be effective whenever such lands shall be subdivided after the adoption of such plan. Such plan may be recommended and adopted in whole or in functional or geographical parts, or both, and each of such geographical or functional parts when adopted shall be the Official Plan, or part thereof, of the Village.
B. 
To prepare and recommend to the Mayor and Board of Trustees from time to time plans for specific improvements in pursuance of such Official Plan.
C. 
To give aid to the Mayor and Board of Trustees, and the Board of Local Improvements, in the development and completion of projects embraced within the Official Plan, to further the making of such improvements, and generally to promote the realization of the Official Plan.
D. 
To exercise such other powers as are germane to the powers granted by the statutes of the State of Illinois to plan commissions.
No map or plat of any subdivision or resubdivision presented for approval of the Mayor and Board of Trustees, affecting land within the corporate limits of said Village, shall be approved unless the subdivision shown thereon shall be in conformance with the Village's Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and Stormwater Management Code.
A majority of the Plan Commission shall constitute a quorum. The Chairman shall vote with the other members of the Commission.

The Plan Commission shall meet on the third Thursday of each month. Failure to attend three regularly scheduled meetings in a calendar year, unless the meeting has been cancelled, shall result in removal. The Village Manager has the discretion to excuse a commissioner's absence. The Village Manager shall be notified in writing of a commissioner's inability to attend a meeting seven days prior to the scheduled meeting. If a commissioner misses a meeting due to an emergency, he/she must notify the Village Manager within 48 hours of the missed meeting to have the absence excused. Special meetings may be called by the Mayor, the Chairperson, or by any two members of the Commission; provided, however, that such notice shall be as provided by the Open Meetings Act.[1]
