A. 
A Park and Recreation Commission shall be created within the Borough of Slippery Rock for the purpose of supervising the existing parks and creation of future parks as desired by Borough Council, to supervise, maintain and operate recreation programs of the Borough, and such other duties as the Borough Council shall from time to time designate to the Park Commission.
B. 
The Park and Recreation Commission is created under the authority granted by the General Assembly by the Act of May 4, 1927, P.L. 519, Art. XI, Section 1150, and the Act of July 10, 1947, P.L. 1621, Section 38.
The Park and Recreation Commission shall consist of nine members to be appointed by Council. Appointment shall be for a five-year term, and no more than two members' terms shall expire in any one year. An appointment to fill a vacancy shall be only for the unexpired portion of that term. The Park and Recreation Commission shall make such rules and regulations for its own organization and procedure, consistent with the ordinances of the Borough and the laws of the commonwealth.
The members of the Park and Recreation Commission shall serve without compensation and shall make annually to the Council a report of their activities. They may employ such persons as are necessary to operate the parks and recreation programs within the Borough, whose salaries and wages and other necessary expenses of the Commission, where approved by Council, shall be provided for through property appropriation by Council.
A. 
All parks and recreation programs in the Borough shall be operated and maintained under the supervision of the Park and Recreation Commission.
B. 
The Park and Recreation Commission shall see to the operation and maintenance of recreation programs and the Borough parks and supervise all employees engaged in the maintenance of such parks and programs.
C. 
The Park and Recreation Commission shall make such rules and regulations as are from time to time necessary for the operation and use of the parks and recreation programs, and Council may enact such rules and regulations as ordinances of the Borough where necessary and desired by Council.
A. 
The Borough Council shall make an annual appropriation for the use of the Park and Recreation Board. Said funds shall be disbursed by the fiscal disbursing officer of the Park and Recreation Commission, upon vouchers issued by the Commission and within the budget appropriations. The Commission shall submit its annual budget to the Borough Council at or prior to December 1 of each year for the next calendar year. Any funds appropriated by the school district of the Borough of Slippery Rock shall be included in said budget and shall be disbursed as outlined above.
B. 
The Commission may receive any grant, gift, bequest or donation of services, equipment, or money from any individual or group, to be used as specified by the donor, or by the terms of acceptance. All gifts of real estate must be accepted by the Borough Council on behalf of the Borough. The use of the real estate may then be assigned to the Commission. The Commission shall have no authority to enter into any contract or incur any obligation binding upon the Borough of Slippery Rock unless the same is included in the budget appropriation made by the Council of the Borough of Slippery Rock.
C. 
Funds received by the Commission from sources other than budget appropriations by the Borough of Slippery Rock shall be deposited by the Commission to the credit and for the use of said Board and shall be disbursed in accordance with the terms of such gift or bequest, or the terms of the acceptance thereof.
The Park and Recreation Commission shall make full and complete reports to the Borough of Slippery Rock and the school district of the Borough of Slippery Rock at such times as may be designated or requested by the Council and the Borough School Board. The fiscal year of the Commission shall be the same as that of the Borough of Slippery Rock.
Such powers as are now or may hereafter be provided by the laws of the Commonwealth of Pennsylvania or by ordinances of the Borough of Slippery Rock relating to the development and operation of recreational programs are hereby vested in the Park and Recreation Commission, to be exercised by it, subject to any and all restrictions contained in such powers and ordinances.
