The term "motor vehicle", as used in this Article, shall mean any automobile, motorcycle, motortricycle, truck, bus or other self-propelled vehicle not operated exclusively on tracks excepting farm tractors.

All residents of the City who own and operate motor vehicles as defined in this Chapter upon the streets and highways of the City of Sikeston shall be required to pay a City automobile or motor vehicle license fee. Any such motor vehicle owned and operated by a City resident shall be registered with the Scott or New Madrid County Assessor's Office as required by law.

A. 
The annual fee to be paid for motor vehicle licenses shall be as follows:
1. 
For motor vehicles, other than commercial vehicles, the sum of two dollars fifty cents ($2.50).
2. 
For commercial motor vehicles, the sum of three dollars fifty cents ($3.50).
B. 
The rate shall be levied on non-commercial motor vehicles and commercial vehicles regardless of the horsepower or tonnage of the vehicles.
C. 
There shall be imposed as a penalty for failure to pay the license tax levied by this Chapter after December thirty-first (31st) the sum of one dollar ($1.00) per motor vehicle for each month of the delinquency.

No motor vehicle may be registered in the City by any person or corporation with delinquent City personal property taxes.

The City Collector shall not collect from a resident of this municipality a license fee for a motor vehicle used exclusively outside the City and that fact may be shown by an affidavit of the motor vehicle owner.

It shall be the duty of the City Collector, acting in conjunction with the City Clerk, to establish and promulgate a sufficient system of cross-checking in order to determine whether any resident of the City owes personal taxes, motor vehicle license taxes, merchant's license taxes or occupational license taxes and, if so, in what amount.

The ordinance codified in this Article shall be in full force and effect from and after May 3, 1999 and the rates, as provided in this Article, shall begin with the calendar year 2000.
