All streets, alleys and avenues heretofore dedicated as such
by the proprietors of the land comprising them and such as have been
established by the Board of Aldermen of the City of Weston or may
hereafter be established by the Board of Aldermen of the City of Weston,
which have not been legally changed or vacated, are hereby declared
public highways and shall at all times be open to the use of the public.

On each side of all streets there shall be set apart for sidewalks
a space of not less than four (4) feet from the building lines of
streets, which sidewalks shall be constructed of stone, brick, wood
or composition pavement and shall be at all times kept in good repair.

The Board of Aldermen may, by resolution, condemn wooden and
defective sidewalks and may remove walks so condemned and provide
for new sidewalks in the place of walks so condemned and removed.

When it becomes necessary to pave, macadamize, gutter curb or
otherwise improve any street, alley, avenue or other public highway
or any part thereof for which a special tax is to be levied, the Board
of Aldermen shall proceed as provided by the laws of Missouri governing
Cities of the Fourth Class.

All cost for building and constructing sidewalks shall be paid
therefor in special tax bills assessed against the abutting property
liable therefor; and such tax bills shall constitute a lien upon such
property until paid and shall bear interest at the rate of eight percent
(8%) per annum from the date of issue, provided that whenever the
City shall advertise for bids for the construction of any new sidewalks
in the place of sidewalks condemned and shall receive no bids, the
City may proceed to construct or reconstruct any such sidewalks at
its own expense and shall keep an accurate account of the amount expended
for labor and material, including grading and filling, opposite each
lot or piece of ground and present the same to the Board of Aldermen
for assessment and each lot or piece of ground abutting said sidewalk
shall be liable for all the cost thereof as reported by the Street
Commissioner or Street Committee and special tax bills shall be issued
for the amount.

The Board of Aldermen may vacate, open and improve a public
square, public park, street, alley, avenue or other public highway
or any part thereof for which a special tax is to be levied. The Board
of Aldermen shall proceed as provided by the laws of Missouri governing
Cities of the Fourth Class.

Sidewalks shall be not less than five (5) feet wide nor more
than eight (8) feet wide, except such as have heretofore been authorized,
and shall be built of good, hard brick, smooth stone, composition
or granitoid pavement, from two (2) to four (4) inches thick, resting
on a bed of sharp sand or cinders not less than four (4) feet wide,
built with three (3) oak stringers, four (4) by four (4) inches, with
covers of pine or oak two (2) inches thick and securely nailed to
the stringers. The stringers shall be securely nailed or fastened
together and rest on stones not more than six (6) feet apart. All
sidewalks shall conform to grade and width heretofore established
unless changed by ordinance.
