The office of the City Manager is hereby created. The City Manager
shall be appointed by the City Council for an indefinite term. ( RSMo.
§ 78.600)

The City Manager shall receive a salary and other benefits as
set from time to time by City Council. Council shall review his/her
performance on an annual basis and make periodic adjustments to his/her
salary and benefits if Council so desires. His/her salary and benefits
may not be diminished while in office, except with his/her written
consent.

The City Manager shall prepare and file with the Council monthly
itemized statement of receipts and expenditures of the City and a
summary of the business transacted for the month preceding, and every
three (3) months the unpublished reports shall be published in pamphlet
form and printed copies thereof shall be furnished the City Library,
the various newspapers of the City and citizens applying therefor
at the office of the City Clerk.
