There is hereby created the office of Director of Public Safety,
who shall be appointed by the City Manager as provided by law. The
Director of Public Safety shall be the head of that Department, and
all officers and employees assigned to that Department shall perform
their duties subject to his/her supervision. The Director of Public
Safety shall have all the duties and power assigned by law or ordinance.

The Director of Public Safety may make or prescribe such rules
and regulations for the conduct of his/her Department as he/she shall
deem advisable; such rules, when approved by the City Manager, shall
be binding on such members. The rules may cover the conduct of the
members, uniforms and equipment to be worn or carried, hours of service,
vacations, and other matters necessary or desirable for the better
efficiency of the Department.

Members of the Department of Public Safety shall be appointed,
and promotions within the Department shall be made, in the manner
provided by law. Each member of the Department shall have all the
responsibility, authority, and liability prescribed by Statute or
ordinance for Public Safety Officers.

Before entering upon the discharge of his/her office the Director
of Public Safety shall take and subscribe to a like oath or affirmation
of office as is required of other officers of the City, and before
entering upon the discharge of his/her office, he/she shall execute
to the City of Charleston a bond in the sum as set by the City Council,
with a bonding company thereon, conditioned that he/she will faithfully
perform all of the duties of his/her office as is required by the
laws of the State of Missouri governing cities of the Third Class
and the ordinances of the City, and the rules of the Public Safety
Department, and that he/she will promptly pay over all monies that
may come into his/her possession belonging to the City, or any officer
thereof or other person at the time and in the manner provided by
law. Said bond shall be approved by the City Manager and filed in
the office of the City Clerk.
