A. 
The City Council hereby establishes the sewer user rates as follows:
1. 
Water Not Metered — Rates.
a. 
Residential User — Non-Metered Water. Each residential sewer user of the City of Charleston, Missouri, for which water use is not metered, shall pay for sewer use at the flat rate of twenty-eight dollars and ninety-four cents ($28.94) per month.
2. 
Commercial/Industrial Users — Rates. Each sewer user of the City of Charleston, Missouri, for which water use is metered, shall pay for sewer use based upon the following rates:
Base Fee
$28.00 (up to 5,000 gallons)
5,001 gallons to 1,990,000 gallons
$1.56 per 1,000 gallons
1,990,001 gallons to 6,990,000 gallons
$4.68 per 1,000 gallons
6,990,001+ gallons
$6.50 per 1,000 gallons
B. 
This Section shall not apply to owners of lawn watering systems as described in Section 700.070.

A. 
The operations, maintenance and replacement portion of the sewer user charge shall be deposited in a non-lapsing fund, and the revenues will be used only for the purposes of defraying the operation, maintenance and replacement costs of the treatment works. Funds transferred from the revenue sources to meet temporary shortages in the operation, maintenance and repair accounts shall be refunded following an appropriate adjustment in the user charge for operation, maintenance and replacement. The fund will have two (2) primary accounts:
1. 
An amount equal to seven and twenty-five one-hundredths percent (7.25%) of revenues will be deposited annually into a Replacement Account. The deposits shall provide adequate revenue to meet the replacement needs of the treatment works over its service life and shall be used for no other purpose. Fiscal year-end balances in the Replacement Account will be carried over to the same account in the subsequent fiscal year. "Replacement" is defined for this purpose as expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the service of life of the treatment works to maintain the capacity and performance for which such works were designed and constructed.
2. 
The balance of revenues from sewer user charge shall be deposited into an Operation and Maintenance Account. Fiscal year-end balances in this account will be carried over to the same account in the subsequent fiscal year.

Sewer user charges will be billed monthly in the same manner and at the same time water charges for the City of Charleston, Missouri, are billed.
