The general election for elective officers for the City of Park Hills shall be held on municipal election days every year as set by State law.

Special elections shall be called by ordinance adopted by the City Council as provided by law.

Elections in the City of Park Hills shall be governed by the provisions of Chapter 115, RSMo., as the same now exists or is hereafter amended, except as may now or hereafter be provided by ordinance not inconsistent with the Missouri State Statutes.

Whenever there is a tie vote in the election of any elected official the matter shall be decided as provided in Section 115.517, RSMo.

When the Election Authority shall have declared any person elected to any City office, the City Clerk shall at the next meeting of the City Council administer the oath of office to the person, who shall attest their oath, with their signature. The original of the oath shall be delivered to such person so elected as a certificate of this election, attested by the City Seal.

A. 
No candidate's name shall be printed on any official municipal ballot unless the candidate has filed a written declaration of candidacy in the office of the City Clerk by 5:00 P.M. on the 14th Tuesday prior to the election.

B. 
No declaration of candidacy for nomination in a municipal election shall be accepted for filing prior to 8:00 A.M. on the 17th Tuesday prior to the election.

C. 
Each declaration of candidacy shall be filed by the candidate in person in the office of the City Clerk. The City Clerk shall require proof of identity from each person filing a declaration of candidacy.
D. 
Each declaration of candidacy for nomination in a municipal election shall state the candidate's full name, residence address, office for which such candidate proposes to be a candidate and that if nominated and elected he or she will qualify. The declaration shall be in substantially the following form:
To the City Clerk of the City of Park Hills:
I, ______________________________, a resident and registered voter of the City of Park Hills, County of St. Francois and the State of Missouri, residing at _______________________, do announce myself a candidate for the office of_____________________, to be voted on at the municipal election to be held on the ____________ day of ____________________, 20___, and I further declare that if nominated and elected to such office I will qualify.

E. 
Each potential candidate for election to a municipal public office shall file an affidavit with the Department of Revenue as required by Section 115.306, RSMo., but shall not be required to include a copy of the affidavit with the declaration of candidacy.
F. 
The City Clerk shall provide to the candidate at the time of filing for election written notice in the form prepared by the Missouri Ethics Commission of the candidate's obligation, if applicable, to file a personal financial disclosure pursuant to Sections 105.483 to 105.492, RSMo., and the candidate shall sign a statement acknowledging receipt of such notice.
G. 
The City Clerk shall have no obligations regarding the candidacy filings other than those set forth by City ordinance or as required by State law.

The Council shall divide the City into four (4) Wards, and two (2) Councilpersons shall be elected from each of such Wards by the qualified voters thereof. Each Ward shall elect annually one (1) Councilperson, who shall hold his/her office for two (2) years.

The boundaries of the Wards shall be approved by the Council and may be changed by the Council, however the population of the Wards shall be as equal as possible. The exact description of the boundaries of the Wards and the map thereof shall be kept by the City Clerk at City Hall with the date of approval of the map, signature of the Mayor and attestation by the Clerk.
