The following words, when used in this Chapter, shall have the meanings set out below:
GARAGE SALE
The sale of tangible, personal property by the owner or occupant of a dwelling or dwelling unit in the "A", "B", or "C" zoning districts in the City of Charlack, which tangible, personal property is offered generally to the public and which property is of a general nature being, but not limited to, household goods, furniture, clothing and items generally found within a household, but excluding therefrom isolated individual sales of tangible, personal property.
SALE
As used in this Chapter, shall have the same meaning as provided in Section 144.010(9), RSMo., as amended.

An owner or occupant of a parcel or lot shall not conduct a garage sale or advertise a garage sale unless the same is permitted under the provisions of the following Section hereof. If such garage sale is not permitted, such owner or occupant shall be deemed in violation of this Chapter.

A. 
A "permitted garage sale" is a garage sale which occurs on a parcel of property within the City of Charlack no more than four (4) times during any one (1) calendar year and provided that the duration of the garage sale on any one (1) occasion is not for more than two (2) consecutive days. The owner or occupant conducting the sale shall give notice to the City Clerk of the City of Charlack. The notice shall be in writing and shall specify the date on which the garage sale is to begin and the day on which it is to terminate.
B. 
Issued permit shall be displayed in plain view from the street during the duration of the garage sale.

A. 
Unlimited advertising signs shall be permitted and such signs shall not exceed a total of ten (10) square feet each. All advertising signs must indicate the address of the sale either on the front or back. These signs may be put up twelve (12) hours prior to the beginning of the garage sale and shall be taken down within four (4) hours of the end of the garage sale.
B. 
One (1) sign is permitted upon the premises which the garage sale is being conducted and shall not exceed a total of ten (10) square feet. The signs may advertise that a garage sale or similar sale is being conducted. This sign may be put up twenty-four (24) hours prior to the start of the sale and shall be taken down within four (4) hours of the end of the garage sale.

This Chapter shall not be deemed an amendment or in any way to conflict with the Zoning Ordinance of the City of Charlack and the provisions of the Zoning Ordinance of the City of Charlack shall, at all times, govern the conduct of use of premises.
