A. All
dogs shall be kept under restraint.
B. No
owner shall fail to exercise proper care and control of his/her dogs
to prevent them from becoming a public nuisance.
C. Every
vicious animal, as determined by the Chief of Police, shall be confined
by the owner within a building or secure enclosure and shall be securely
muzzled or caged whenever off the premises of its owner.

It shall be unlawful for any person owning, controlling, possessing
or having the management or care, in whole or in part, of any cat,
to permit the same to run at large within the City.

It shall be the duty of the owner and custodian of a vicious
dog or a dog that has bitten a person to post on the premises where
such dog is kept a sign clearly visible to the public with letters
not less than two (2) inches high reading "Beware Bad Dog" or words
of similar meaning. If the owner or custodian of such dog is a person
under eighteen (18) years of age, the adult in the family where such
minor resides or the person in possession of the premises where such
dog is kept shall also be subject to the provisions of this Section.
