Except as otherwise provided in this Chapter, every vehicle
stopped or parked upon a roadway where there are adjacent curbs shall
be so stopped or parked with the right-hand wheels of such vehicle
parallel to and within eighteen (18) inches of the right-hand curb.
On those streets which have been signed or marked by the City
Traffic Engineer for angle parking, no person shall park or stand
a vehicle other than at the angle to the curb or edge of the roadway
indicated by such signs or markings.

A. Definitions. As used in this Section, the following terms
shall have these prescribed meanings:
PARKING PERMIT
A valid resident or visitor parking permit issued for the
Fifth Street parking district by the City of Cottleville.
RESIDENT
A person who lives in property abutting the east side of
Fifth Street between Highway N and Lime Street.
RESIDENTIAL PARKING ZONE
Any street or any portion of a street within the boundaries
of the Fifth Street residential parking district which is designated
and posted by the City as a residential parking zone with specific
parking restrictions.
VISITOR
Any person who is a household guest, a visitor, a worker
performing services for, or domestic help for, a resident.
B. Residential Parking District. The City is hereby authorized
to designate the location and restrictions for curb parking or residential
parking zones within the Fifth Street residential parking district
on any portion on the east side of the street on which the predominant
land use is zoned single-family residential.
C. Permit Use.
1. When signs are erected upon streets in residential parking zones
designating "Residential Permit Parking Only", no person, firm or
corporation shall park or cause to be parked any vehicle during such
hours of such days that does not display either a resident or visitor
parking permit.
2. When signs are erected upon streets in residential parking zones
restricting public curb parking to certain amounts of time during
certain hours of the day on certain days, no person, firm or corporation
shall park or cause to be parked in excess of the prescribed parking
time limit any vehicle that does not display either a resident or
visitor parking permit.
D. Permit Issuance. The City may issue annual parking permits
to the residents of any designated residential parking zone upon proof
of residence as determined by the City.
E. Penalty For Violation.
1. Any person, firm or corporation who shall park or cause to be parked
any vehicle in violation of the provisions of this Section shall upon
the conviction thereof be fined seventy-two dollars fifty cents ($72.50)
for each such offense.
2. Any person, firm or corporation who shall distribute a resident or
visitor parking permit to any person, firm or corporation not authorized
to display such parking permit shall have his/her parking permits
suspended by the City for a period not to exceed one (1) year.
