All owners, managers, agents or occupants of property in the City shall keep the sidewalks and gutters in the public highway adjacent to the property owned, controlled or occupied by them swept and clear of mud, dirt and filth and shall also keep clear and free from mud, dirt, debris, ashes and filth the portion of the public alley adjacent to the property owned, controlled or occupied by them from the side of the alley adjacent to their property to the center of the alley.

After any fall of snow, the owner, manager, agent or occupants of any property in the City shall cause the snow to be immediately removed from the area in the public highway adjacent to the property owned, managed or occupied by them and the improved area of the sidewalk shall also be kept clear of ice at all times. If no part of the sidewalk area is improved, then a line three (3) feet wide in the sidewalk area shall be kept free from snow and ice at all times.
