All plaster, broken concrete, brick, cinder block, stone, wood,
roofing material, wire or metal binding, sacks, dirt or loose material
of any kind resulting from the construction, reconstruction, remodeling,
expansion or demolition of any structure that is not incorporated
in the structure itself shall be removed and disposed of in an approved
waste disposal site.
