It shall be unlawful for any person to blast or cause to be
blasted any rock or other like substance within the City without first
having covered the rock or substance where the blast is to be made
on all sides of the orifice, with good, sound plank or other material
of sufficient length, width, thickness and weight sufficient to effectually
prevent fragments of the rock or substance from ascending into the
air.

It shall be unlawful for any person to willfully set off, use,
burn, explode or fire off any firecrackers, fireworks, torpedoes,
bombs, rockets, pin wheels, fire balloons, Roman candles, toy cannons,
toy pistols or other fireworks of a like kind, within this City; provided
however, that this Section shall not apply to parks or other public
places when in the charge of competent persons and under a permit
issued by the Mayor.

It shall be unlawful for any person to sell or expose for sale
any fireworks, firecrackers, torpedoes, bombs, rockets, pin wheels,
fire balloons, Roman candles, toy cannons, toy pistols or any other
fireworks of a like kind within the City; provided however, that,
this Section shall not be construed to prohibit the sale of fireworks
in wholesale lots by any person holding a wholesale license to do
business within the City for use or sale outside the City or for use
within the City in the manner permitted by the preceding Section.

It shall be the duty of every owner or occupant of an unenclosed
lot of ground in this City having a cistern or well, or both, or any
other deep or dangerous excavation thereon, to cover or fence the
same with a close, secure and substantial cover or fence and to keep
and maintain the same so as to prevent persons or animals from falling
therein.

No person shall keep, maintain or erect a beehive, the bees
from which annoy, molest or sting any person.

No person shall wantonly or mischievously throw by hand or by
means of any device, any rock, stone, brick, ball or other missile
upon or against any building or fence, or in or upon any lot not his/her
own, or at or towards any person, or the property of another.

A. No
person shall directly or indirectly except as a chaperon, participate
in trick or treating who has attained the age of fifteen (15) years
of age or older.
B. No
person shall trick or treat after the hour of 6:00 P.M.
C. Any
person who violates the provisions of this Section shall be deemed
guilty of a misdemeanor and shall be punished in accordance with the
laws of the City of Caruthersville, Missouri.
