A. Every
person operating aircraft from the Caruthersville Airport for hire
or for profit, and who shall engage in any commercial pursuit thereon,
shall first procure a permit from the City Collector, which permit
shall be issued by the City Collector, based upon application therefor
duly made out by any such person upon blanks furnished by the City
Collector. The permit issued by the Collector shall be a conditional
permit subject to review by the Caruthersville Airport Board. The
Caruthersville Airport Board shall review said applications and conditional
permits and shall have sixty (60) days from the date of issuance of
the conditional permit in which it may revoke any such permit for
good cause.
Said permit shall not be issued until the City Collector receives
the completed application, proof of liability insurance, proof of
Workers' Compensation insurance if applicable, proof of aircraft insurance,
the required permit fee, and proof of applicators license if applicable.
B. A permit
fee shall be charged at the rate of two hundred dollars ($200.00)
per year, for each commercial business operating any airplane from
the Caruthersville Airport. All commercial aircraft operating from
the Caruthersville Airport will be required to purchase necessary
City licenses.
C. All
fees charged under this Section shall be paid in advance by the applicant,
and upon failure or refusal to pay any such fee or a refusal or failure
to comply with the rules and regulations and orders of the Airport
Board, and for violations of this Section, the use of the airport
may be denied to such applicant or permittee The Airport Board shall
reserve the right to cancel or revoke, for cause, any permit issued
hereunder any user of the airport.
D. The
use of Ag aircraft business will be in a designated area established
by the Airport Manager and the Airport Board. This does not mean that
Ag aircraft cannot use the active runways for takeoffs and landings.
E. The
only equipment and motorized vehicles authorized to cross over or
drive or be placed on the ramp and active runways will be equipped
with a flashing amber light displayed on the top of the vehicle.
F. Commercial
and private users of the Caruthersville Memorial Airport are responsible
to insure that trash of any kind will not be left on the premises.
Also, they must insure that all chemicals, debris and personal items
must be secured to prevent the wind or prop wash from scattering them
around the ramp or adjacent areas. Any and all chemical, oil, etc,
containers will be removed and disposed of properly. Commercial Ag
Aircraft Users, who are responsible for their chemicals and fuel,
agree to be responsible for any cleanup required, and agree to not
create environmental hazards that would jeopardize the future use
of the land. Commercial and private users must cooperate with other
aircraft traffic.
G. Nothing
in this Section shall be construed to prevent the use of the airport
by private planes operating without profit.

A. Every person who owns an aircraft which is parked at the Caruthersville Airport or stored in a hangar at the Caruthersville Airport, except transient aircraft, and every person required to have a permit by Section
255.010 above will be required to carry full insurance on such aircraft, in an amount equal to the value of the aircraft, and to carry liability insurance on such aircraft, in the amount of one hundred thousand dollars for any one (1) person in a single accident or occurrence and one million dollars ($1,000,000.00) in the aggregate for any single accident or occurrence. Such liability insurance policies shall include the City as an additional named insured. Proof of insurance shall be required for issuance of the permit required by Section
255.010 above.
B. The
owner of each aircraft shall furnish proof of insurance by filing
a copy of the insurance policy on each aircraft with the City Collector.
C. Any
owner or holder of a permit who fails or refuses to purchase insurance
in the amounts stated herein or who fails, or refuses to show proof
of insurance as provided herein shall not be permitted to park, hanger
or operate his or her aircraft on the Caruthersville Airport.
D. Because
of the inherent dangers involved in putting fuel into aircraft, it
is hereby ordered that all fuel which is put into aircraft on the
Caruthersville Airport shall be put in the aircraft at the designated
fuel stations on the airport by individuals authorized by the Airport
Board.
