No person shall fill an open drainage ditch in the Town unless
such ditch is piped in accordance with the requirements of the Department
of Public Works. In the event such ditch is filled in violation of
the foregoing, the Department of Public Works shall reopen same and
shall bill the owner of the lot, or the person filling the ditch,
for the cost of such reopening, and such cost shall be recoverable
in a civil action by the Town.
