There shall be a Fire Department, the head of which shall be the Director. The Department shall include the Office of Fire Protection and the Office of Fire Prevention.
There shall be an Office of Fire Protection, the head of which shall be the Chief of the Volunteer Fire Department of the Township of Washington.
A. 
The Volunteer Fire Department, together with its bylaws, as heretofore established by ordinance,[1] is hereby continued as the Office of Fire Protection. Supervisory, administrative and executive powers heretofore exercisable by the Township Committee shall be exercisable by the Director of the Fire Department. The Office of Fire Protection shall consist of such personnel as shall be authorized by the Council. The confirmation of personnel shall be by the Director, with the approval of the Mayor.

B. 
The Office of Fire Protection may use the title "Volunteer Fire Department of the Township of Washington" on all equipment and property or such other title as desired, subject to the approval of the Mayor and Council.

The Fire Prevention Bureau, as heretofore established by ordinance, is hereby continued as the Office of Fire Prevention. It shall come under the supervision of the Director of the Fire Department and shall be responsible for enforcing the Fire Prevention Code.[1] The Director shall have all appointive powers heretofore exercisable by the Fire Chief and Board of Fire Officers of the Fire Department. The Mayor shall have all approval powers heretofore exercisable by the governing body. The Office of Fire Prevention (sometimes referred to in other sections of the Code of the Township of Washington as the "Fire Prevention Bureau") shall include a Fire Official certified by the State of New Jersey who shall report to the Director of the Fire Department. In the event that a member of the Office of Fire Prevention shall directly or indirectly be the subject of an inspection, he shall disqualify himself from participation in such inspection.
