There shall be a Department of Public Works, the head of which shall be the Director. The Department shall include the Office of Public Buildings, Grounds, Parks and Playgrounds and the Office of Streets and Roads.
Within the Department of Public Works there shall be an Office of Public Buildings and Grounds, Parks and Playgrounds. Under the supervision and direction of the Director, the Office shall:
A. 
Maintain and repair municipal buildings and properties and provide custodial and janitorial services therefor.
B. 
Maintain and repair municipal playgrounds, playfields, indoor and outdoor recreational facilities, public parks and grounds.
C. 
Cultivate, plant and maintain all public parks and greens; care for, trim and remove trees and shrubs; and generally preserve and protect the parks of the municipality against plant and tree diseases and damage due to the elements.
Within the Department of Public Works there shall be an Office of Streets and Roads. Under the supervision and direction of the Director, the Office shall:
A. 
Maintain and repair the streets, roads and culverts and drainage system of the municipality and construct and reconstruct such streets as may be authorized.
B. 
Provide for the cleaning and flushing of streets and the removal of leaves as required.
C. 
Clear and remove snow and ice from the streets[1] and provide such other street services as may be assigned by the Director.

D. 
Maintain, repair and clean the municipality storm sewers, lines and mains.
E. 
Plant, trim and remove trees and shrubs on public property in all public rights-of-way.
F. 
Work in conjunction with the Municipal Engineer and Department of Public Safety in connection with the installation of traffic signs, lines and markers, traffic lights and signals.
