There shall be a Department of Engineering headed by the Director
of Engineering, which Department shall include, in addition to such
officers and employees prescribed or permitted by law, the position
of Township Engineer, who shall be a licensed professional engineer
in the State of New Jersey.
Subject to the approval of the Mayor, the Director shall appoint
the Township Engineer, who shall serve and hold office pursuant to
law. In addition to such other duties prescribed or permitted by law
and subject to the limits of appropriations, the Township Engineer
shall:
A. Provide all staff engineering required, with the assistance of such
consultants as may from time to time be authorized pursuant to the
code.
B. Prepare, maintain and preserve maps, charts and records of roads,
utilities, public buildings and structures and all public facilities
owned or operated by the municipality.
C. Prepare, review and approve specifications for public works contracts,
supervise and inspect the execution of such contracts and certify
satisfactory completion of work to authorize progress payments pursuant
to contract.
D. Examine proposed preliminary and final subdivision plats, review them for conformity with Chapter
540, Land Development, of the Code of the Township of Washington, and other land use requirements and advise the Planning Board as to such matters, and inspect and approve all installations made in accordance with the requirements of the Planning Board prior to the acceptance of any street or the release of any security related to a subdivision approval; and the Planning Board shall not act on any subdivision application unless and until the findings and recommendations of the Township Engineer have been submitted to the Board and made a part of its public record.
E. Maintain the Tax Map for the Office of Assessment in a current status
and promptly record thereon all changes of ownership from information
provided pursuant to law.
F. Inspect and control the maintenance of all municipal buildings and
structures and establish uniform standards for the protection and
preservation of such public property.
G. Attend all regular and agenda meetings of the Council and Planning
Board as required.
H. Provide professional engineering advice and assistance to the Mayor,
the Council and the departments that may be required in the administration
of the Township government.
I. Have custody of all maps, charts, profiles and other delineations
of public improvements and facilities and related public utility improvements
and facilities within the Township.
J. Provide such operating standards and maintain such engineering data
and records as may be necessary or desirable for the proper and efficient
administration of the public works facilities of the Township.
K. Provide professional advice and assistance to the State Uniform Construction
Code Enforcing Agency in the reviewing of individual plot plans; assist
in inspection of all construction with respect to proposed and finished
elevations and drainage, including roof and surface drainage.
