The Township Council finds that, in order to preserve and safeguard
the public health, safety and welfare, traffic and parking regulations
are necessary in the parking areas, roadways, exits and entrances
that exist on the property currently occupied by Charlie Brown's Restaurant,
commonly known as "25 Linwood Avenue"; and Charlie Brown's Restaurant,
a privately owned establishment open to the public or to which the
public is invited, contributes significantly to the traffic and parking
conditions in the area of the establishment during those times that
the business is open to the public. It is therefore the purpose of
the Township Council by this enactment to regulate traffic and the
parking of vehicles in the traffic and parking areas of Charlie Brown's
Restaurant and thereby preserve and safeguard the public health, safety
and welfare.
