In addition to those definitions set forth in Article I, § 580-2, the following words and phrases shall have the following meanings for purposes of this article only:
SATELLITE ANTENNA
Any device which is designed or used for the purpose of receiving television, radio, microwave, electromagnetic, satellite or similar signals, with the exception of conventional television antennas, including satellite dish antennas.
A. 
No satellite antenna shall be permitted in any zone except as a conditional use under this chapter.
B. 
The owner of property who wishes to have a satellite antenna permitted thereon shall cause an application for such conditional use under this article to be filed with the Planning Board of the Township of Washington in such form as may be fixed by the Planning Board. The applicant shall comply with the fee and deposit requirements prescribed for a preliminary discussion by the Planning Board under § 540-89 of the Washington Township Code.

C. 
The Planning Board shall review all applications under this article and, in the event that the Planning Board finds that a satellite antenna can be used on the owner's property in conformity with the specifications and standards set forth in this chapter, it shall grant the application for a satellite antenna as a conditional use.
D. 
A satellite antenna may be permitted as a conditional use after the following requirements have been met:
(1) 
A satellite antenna is only permitted as an accessory use on a lot that contains a principal structure.
(2) 
A satellite antenna is only permitted in a rear yard and shall not violate any setback or side yard requirements of the zone in which the satellite antenna is to be used.
(3) 
A satellite antenna is only permitted as a freestanding structure.
(4) 
A satellite antenna shall not have a surface receiving area greater than 12 square feet.
(5) 
A satellite antenna shall not exceed a height of five feet.
(6) 
No lot may have more than one satellite antenna located thereon.
(7) 
A satellite antenna shall be effectively screened by a special planting screen or fence, as approved by the Planning Board, which shall be maintained in good condition, designed so that said antenna shall not be visible from any adjacent property or public street and to minimize noise. The ability of the applicant to install the satellite antenna in an unobtrusive location and to minimize the noise impact on adjacent properties shall be a major factor in determining whether or not the conditional use is approved.
