As used in this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
LEAVES
That material naturally formed from trees and bushes that is suitable for composting and/or mulching purposes.
PERSONS
All residential, commercial and institutional property owners and/or occupants within the Township.
SOLID WASTE
All solid waste, garbage, refuse, trash, etc., usually disposed of under the municipal garbage contract and normally placed for pickup by residents in the Township of Washington for usual collection at regular intervals by the contractor.

Beginning September 1 and ending December 31 of each year and continuing during that period, it shall be mandatory for all persons, except those physically disabled, who accumulate leaves to separate them from solid waste and to place said leaves at the curbside for collection in accordance with this article and such regulations as may be promulgated from time to time by the Department of Public Works, which shall provide for scheduled collection at intervals throughout the Township.
No person shall, in violation of the obligations set forth above, do the following:
A. 
Use plastic container bags in conjunction with leaf collection by the Township of Washington.
B. 
Include leaves in the regular curbside collection of municipal solid waste.
C. 
No leaves shall be stored or located within 10 feet of a storm drain.

D. 
No leaves shall be left for collection prior to seven days before the scheduled collection date.

Notwithstanding the provisions set forth above, any person may choose to compost and/or mulch his particular leaves on site for his personal horticultural benefit, provided that such activities are of no adverse consequence to health and safety codes governing such activity, and provided further that such alternate means of disposal is accomplished at no cost to the Township. In addition, at the option and expense of a person required to separate leaves from municipal solid waste, said leaves may be brought to such leaf-composting facility which may be established and maintained within the Township of Washington.

This article shall be enforced by the Municipal Recycling Coordinator, the Department of Police, the Department of Health and the Department of Public Works, which have concurrent jurisdiction, and each of which shall be authorized to have a summons issued for any violation of this article.

Any person who violates any provision of this article or any regulations issued pursuant hereto shall be punishable as provided in § 1-1 of Chapter 1, General Provisions.
