All manufactured homes, other than those in place as of the date of the adoption of this chapter, in the Town of Urbana, Steuben County, New York, shall conform to the following requirements.
A. 
All new manufactured home units installed shall meet the requirements of the New York State Code for the Construction and Installation of Manufactured Homes, as promulgated by the State Building Code Council under Article 19-AA of the Executive Law.[1] The new unit must be 14 feet wide or wider and of equal or greater value than the existing unit. The roof on the new unit must be a ridged roof with a minimum pitch of three feet by 12 feet. With respect to the replacement of any existing manufactured housing units anywhere in the Town of Urbana, if it should appear that there are practical difficulties or unnecessary hardships in meeting said code's requirements so as to be able to carry out the strict letter of this chapter, then and in such event the Zoning Board of Appeals of the Town of Urbana, upon its receipt of a duly completed application and filing fee, shall have the power, after a public hearing duly noticed and held, to vary or modify the application of this legislation relative to said replacement unit, while simultaneously preserving the spirit of this chapter, securing the public safety and welfare and thereby effecting substantial justice.

B. 
In all such situations, the various application rules and procedures of said Zoning Board of Appeals shall be controlling.
Each manufactured home shall be provided with supports installed according to the manufactured home manufacturer's instructions. Units not provided with such instructions shall be installed in compliance with the following unless the entire systems shall be designed by a registered professional engineer:
A. 
Placement.
(1) 
The manufactured home shall be placed upon a stand consisting of appropriate material properly placed, graded and compacted so as to be durable and adequate for the maximum load anticipated during all seasons.
(2) 
The stand shall have a longitudinal gradient of 0% to 5% and adequate crown or cross gradient for surface drainage.
(3) 
The manufactured home stand shall include provisions for all utility connections at appropriate locations.
(4) 
The manufactured home stand shall include provisions for supports prior to or at the time a manufactured home is set in place.
B. 
Supports.
(1) 
Supports shall be provided not more than 12 feet on centers, beginning from the front of the manufactured home.
(2) 
End supports shall be no more than three feet from the ends of the manufactured home.
(3) 
All supports are to be frost-free.
Each manufactured home shall be skirted around the bottom portion with standard manufactured home skirting material within 60 days, weather permitting, of placement of the unit.
