The present Board of Health of the City of Hornell is hereby
abolished and the terms of office of the Commissioners thereof and
of the Health Officer appointed by said Commissioners or their predecessors
shall expire as soon as this Charter takes effect and a new Board
of Health and Health Officer have been appointed and qualified pursuant
to the provisions of the Public Health Law of the State of New York.
The City Clerk shall be the Secretary or Clerk of the Board of Health.
The registrar of vital statistics in and for the City of Hornell shall
be appointed by the Board of Health. The registrar shall keep a record
of the vital statistics and shall, on or before the 10th day of each
month, make out and cause to be published a report of the deaths,
births and marriages occurring in the city during the previous month;
he shall also make an annual report on the first day of January in
each year and present the same to the Board of Health and shall perform
all other duties required by the general laws of the state. He shall
receive for the use of the City of Hornell all fees which by general
law the registrar of vital statistics is entitled to demand and receive
and pay the same over to the Chamberlain of said city. The Board of
Health shall employ, when necessary, a sanitary inspector and a plumbing
inspector, at salaries to be fixed by the Common Council, and shall
prescribe their powers and duties as such inspectors. They shall perform
such other duties as may be assigned by the Board of Health without
further or additional compensation therefor. The terms of office of
the present sanitary and plumbing inspector shall terminate when this
Charter takes effect.
