This Part 4E shall be known as the "East Pennsboro Township
Industrial Development Commission Ordinance."

There is hereby created the Industrial Development Commission.
The Commission shall consist of a minimum of five members to be appointed
by the Board of Commissioners of East Pennsboro Township. All members
of the Commission shall serve without compensation, but may be reimbursed
for necessary and reasonable expenses. Members of the Commission shall
serve for terms of five years. If vacancies occur, the Board of Commissioners
shall appoint another member.

All members of the Commission need not be residents of the Township
of East Pennsboro, Cumberland County, Pennsylvania, but at least 80%
thereof shall be individuals who are residents of the Township.

Any member of the Commission once appointed may be removed from
office for malfeasance, misfeasance or nonfeasance in office or for
other just cause by majority vote of the Board of Commissioners, taken
after the member has received 15 days' advance notice of the
intent to take such a vote. A hearing shall be held in connection
with the vote if the member shall request it in writing.

The Commission shall elect its own chairman and vice chairman
and create and fill such other offices as it may determine. Officer
shall serve annual terms and may succeed themselves. The Commission
may make and alter by-laws and rules and regulations to govern its
procedures consistent with this Part 4E and the laws of the Commonwealth
of Pennsylvania. The Commission shall keep a full record of its business
and shall annually make written report by December 31 of each year
of its activities to the Board of Commissioners. Interim reports may
be made as often as may be necessary or as requested by the Board
of Commissioners.

1. The Industrial Development Commission shall have the following duties
and functions:
A. To encourage and promote the industrial and commercial welfare, development,
and growth of East Pennsboro Township.
B. To provide a vehicle for cooperative projects, interchange of ideas,
intercommunity cooperation, and interchange of industrial information
for the industrial development and civic betterment of the Township
of East Pennsboro.
C. To prepare and present for consideration to the Board of Commissioners
and to the Planning Commission, reports and recommendations necessary
or proper to the accomplishment of the foregoing purposes and functions.
D. Maintain and keep on file records of its activities. All records
and files of the Commission shall be in the possession of the Board
of Commissioners.
E. Hold public hearings and meetings.
F. Request from other departments and agencies of the Township such
available information as is necessary to the accomplishment of the
foregoing purposes and functions.
