As used in this Chapter, the following terms shall have the meanings respectively ascribed to them:
VEHICLE FOR HIRE
A motor vehicle of not more than seven-passenger capacity, not including the driver, used in the transportation of persons and their property for hire.
VEHICLE FOR HIRE BUSINESS
The business of transporting persons and their property by vehicle for hire, but not operating on a fixed route.
VEHICLE FOR HIRE DRIVER
The operator of a vehicle for hire.

Every person holding a business license to engage in the operation of a vehicle for hire business within the City limits shall pay a license fee as established in Chapter 605.

A. 
Every holder of a business license to conduct the operations of a vehicle for hire business within this City shall at all times during the course of such operations have on file a certificate of public liability and property damage insurance covering each motor vehicle being operated in the vehicle for hire business in the amount which complies with the motor vehicle safety responsibility law.
B. 
Such insurance shall not be cancelable without ten (10) days' written notice being first given to the City Clerk or to his/her office.

Rates Of Fares. The schedule of rates of fares shall be conspicuously posted in each vehicle for hire in such manner as to be readily visible to any passenger. Copies of such schedules shall be on file in the office of the City Clerk for public inspection.

All cabs shall be licensed in accordance with the requirements of the State of Missouri including but not limited to safety inspections. Evidence of satisfactory passage of this inspection shall be presented to the City Clerk at the time of the annual City license renewal.

All vehicles for hire shall be kept in a thoroughly and mechanically safe operating condition, complying with all of the safety requirements of this Code and other ordinances of the City and the Statutes of the State of Missouri regulating motor vehicles and all vehicles for hire shall be kept clean and identifiable as a vehicle for hire by appropriate signs painted on each side of the vehicle. If inadequacies are reported, the City may perform inspections by a designated official or officials as prescribed by the City Council.

It shall be the duty of the driver of any vehicle for hire to accept as a passenger any person who seeks to use the vehicle for hire when any vehicle for hire is vacant and for hire; provided that such person is not intoxicated and conducts himself in an orderly manner.

A. 
Upon notice and hearing, the City Council may revoke the business license for any of the following reasons:
1. 
Failure to conduct the business of a vehicle for hire business for a period of thirty (30) days or longer;
2. 
Violation of any ordinances of the City or Statutes of the State of Missouri;
3. 
Employment of drivers without Class E Chauffeur license;
4. 
Operation of vehicles for hire without proof of insurance on file as is prescribed by this Chapter;
5. 
Aiding, abetting or assisting the promotion or advancement of any illegal or immoral activity, affair or business;
6. 
Failure to comply with Sections 635.050 and 635.060 of this Chapter.
