The City does hereby transfer over to the Board of Public Works,
effective June 1, 1972, as the single authority to have charge of
the entire sewer system of the City, including but not limited to,
the conception, design, construction, financing, control, operation
and maintenance of the entire sewer system.

The City reserves the right to revise this article in any manner
and to establish more stringent limitations or requirements where
deemed necessary.
