A. 
These regulations are designed to serve the general purposes of promoting the health, safety, morals and general welfare of the Town of Potsdam.
B. 
In particular, these regulations are intended to:
(1) 
Guide the future growth and development of the Town of Potsdam in accordance with a Comprehensive Plan.
(2) 
Protect the character and the social and economic stability of all parts of the Town and ensure that all development shall be orderly and beneficial.
(3) 
Protect and conserve the value of buildings and land in the various districts established by this chapter.
(4) 
Minimize conflicts among the uses of land and buildings.
(5) 
Promote the most beneficial relation between the uses of land and buildings and the circulation of traffic throughout the Town, having particular regard to avoiding congestion in the streets and provision of safe and convenient traffic access appropriate to the various uses of land and buildings throughout the Town.
(6) 
Serve as a guide for public policy and action in the efficient provision of public facilities and services and for private building development and other activity relating to uses of land and buildings throughout the Town of Potsdam.
(7) 
Prevent the pollution of streams and groundwater, safeguard water resources and encourage the wise use and sound management of natural resources throughout the Town of Potsdam in order to preserve the integrity, stability and beauty of the community and the values of the land.
