In addition to any required smoke detectors required by the Uniform Fire Code as adopted in New Jersey, all residential dwellings of any kind or number shall have at least one fully operable smoke alarm or detector located within each sleeping area of the property. Installation of the smoke alarms shall be in accordance with the manufacturer specifications and National Fire Protection Association. For the purposes of this section "sleeping area" shall be defined as any area which has been designated as a bedroom, or any area in which any occupant utilizes for purposes of sleeping.
A. 
No person requiring or requesting emergency services from the Fire Department shall be denied services due to lack of insurance or ability to pay.
B. 
Any applicable charges as established within § 146-12D shall be billed directly to the user of such services and/or the user's insurance company.
C. 
The Burlington City Fire Department and/or the City of Burlington shall have the discretionary authority to send notices to the user and/or user's insurance company for any unpaid or outstanding service charges, and shall have the discretionary authority to pursue collection of any unpaid or outstanding amounts owed under § 162-30 et seq. of the City Code.
D. 
Funds collected pursuant to § 162-30 et seq. of the City Code shall be deposited into the general fund from the Burlington City Fire Division.
