Pursuant to RSA 162-K:14, and in accordance with a resolution adopted
by the City Council on November 6, 2019 establishing the Lebanon Airport-Tech
Park Tax Increment Financing (TIF) District, there is hereby established
a Lebanon Airport-Tech Park TIF Advisory Board. The Advisory Board
shall consist of five voting members including one City Councilor;
one citizen representative who does not own or occupy real property
within or adjacent to the District; and three citizen representatives
who own or occupy real property within or adjacent to the District,
which shall be interpreted to include all parcels with the existing
Airport Business Park, Phase 1A. The City Manager shall be the District
Administrator and an ex-officio, nonvoting member of the Advisory
Board. A representative of the Upper Valley Business Alliance shall
also be an ex-officio, nonvoting member of the Advisory Board. A majority
of the voting members shall be residents of the City of Lebanon.
Citizen representatives shall be appointed by the City Council. The
terms of the citizen representatives shall be staggered. Two citizen
representatives shall initially be appointed for terms of two years
and the remaining two citizen representatives shall be appointed for
terms of three years. Thereafter, all members shall be appointed to
terms of three years. The City Council representative shall serve
for their term and shall be appointed by the Mayor. The City Council
shall act within 60 days to fill vacancies.
The Lebanon Airport-Tech Park TIF Advisory Board shall sunset upon
expiration or termination of the Lebanon Airport-Tech Park Tax Increment
Financing District.
The Lebanon Airport-Tech Park TIF Advisory Board is established in
accordance with RSA 162-K:14 for the purpose of advising the City
Council and the District Administrator on the policies and actions
for the administration of the District related to planning, construction,
and implementation of the Lebanon Airport-Tech Park TIF District Development
Program, and on maintenance and operation of the District after the
program has been completed.
The Advisory Board shall adopt rules of procedure to set forth the
administrative policies for the Advisory Board, including the naming
and duties of officers and the conduct of meetings.
The Advisory Board shall meet, as necessary, in accordance with the
Board's rules of procedure, to examine the operation and maintenance
of the TIF District. The District Administrator shall consult with
the Advisory Board within 30 days prior to any proposed action(s)
on the phases of the Development Program. The Advisory Board shall
have 30 days to appeal any decision of the District Administrator
to the City Council for review and appropriate action.
