No building permits for new construction, grading permits or sign permits will be issued nor will land development applications for preliminary or final subdivision, site plan, conditional use, zoning amendments, variances or special exceptions be accepted if the owner of affected property or applicant is delinquent on property taxes assessed by any of the following: Borough of Dormont or Keystone Oaks School District. No permits will be issued nor land development applications accepted until such time that all the delinquent property taxes, together with all penalties and interest assessed, are paid in full and proof of payment is provided to the Borough of Dormont.
No building permits for new construction, grading permits or sign permits will be issued nor will land development applications for preliminary or final subdivision, site plan, conditional use, zoning amendments, variances or special exceptions be accepted if the owner of affected property or applicant is delinquent on any sewage fees or other municipal fees, charges, judgment and liens assessed by any of the following: Borough of Dormont or Keystone Oaks School District. No permits will be issued nor land development applications accepted until such time that all municipal fees, charges, judgments and liens, together with all penalties and interest assessed, are paid in full and proof of payment is provided to the Borough of Dormont.
No building permits for new construction, grading permits or sign permits will be issued nor will land development applications for preliminary or final subdivision, site plan, conditional use, zoning amendments, variances or special exceptions be accepted if the owner of affected property or the applicant is delinquent in the payment of earned income tax assessed by any of the following: Borough of Dormont or Keystone Oaks School District. No permits will be issued nor land development applications accepted until such time that all delinquent Earned Income Taxes, together with all penalties and interest assessed, are paid in full and proof of payment is provided to the Borough of Dormont.
The Planning Administrator, Building Inspector or other designated Borough official may postpone the actual payment of delinquent taxes or fees as a condition precedent to a land use approval only under the following circumstances:
A. 
Where cause is shown by the owner of affected property or the applicant that a lender or other applicant may require a certificate from the Borough concerning the status of the property; and
B. 
Where the subject property is under sales or lease agreement, and if the land development proposal is approved all delinquent taxes, interest, penalties and municipal charges, fees, judgments and liens will be paid in full upon transfer of ownership or execution of lease agreement between parties, with proof of payment to be provided to the Borough prior to any additional approvals being granted or permits issued.
If an owner of affected property or the applicant fails to comply with this article and proceeds to erect, convert or replace any structure or sign or to grade any property without the required permits, or to proceed with any plan or development without the appropriate permits, then said owner of affected property or the applicant shall be considered in violation of this article. Upon violation, an appropriate citation will be issued carrying fines of up to $600 a day for each violation in accordance with Ordinance No._____ of the Borough of Dormont. These penalties shall be in addition to any fines or penalties provided for in other Borough ordinances for failure to obtain permits or approvals.
