The purpose of this chapter is to protect the
public welfare, safety and convenience and to reduce the safety hazards
of pedestrian and vehicular accidents, injuries and deaths resultant
from the operation of such devices and to prevent the damage and destruction
of public property caused by the operation of such devices and to
ensure the safe and unobstructed passage of pedestrian and vehicular
traffic in and about the Township of Union.
As used in this chapter, the following terms
shall have the meanings indicated:
HUMAN-POWERED LOCOMOTION DEVICE
Includes any skateboard, skates, sled, toboggan, skis, scooter,
big-wheel tricycle or any human-powered device designed to be ridden
by a person or persons, which has no steering device or mechanism
to steer or control the direction thereof while being used or ridden,
even though the direction may be controlled to some degree by shifting
the feet or weight of the rider during such use.

No person shall use, operate or ride upon any
human-powered locomotion device within the Friberger Park area nor
on any public street, public parking lot, public sidewalk, public
tennis court, public paved field hockey surface, public paved basketball
court surface or other public place within Zones BA, BB and BC within
the Township of Union.

Any person violating any of the provisions of
this chapter shall, upon conviction thereof, be subject to one or
more of the following: imprisonment in the county jail or in any other
place provided by the municipality for the detention of prisoners
for any term not exceeding 90 days or by a fine not exceeding $2,000
or by a period of community service not exceeding 90 days for each
offense. The Judge of said Municipal Court, in his or her discretion,
may, in lieu of the penalties herein set forth, confiscate the human-powered
locomotion device of the offender.
