The Village of Greenville, Outagamie County, Wisconsin is a body corporate and politic with the powers of a municipality at common law and governed by the provisions of Chapters 61 and 66 of the Wisconsin Statutes, laws amending those chapters, other acts of the legislature and the Constitution of the State of Wisconsin.
The annual Village organizational meeting shall be held at the Village Board meeting following the fourth Monday of April of each year at the Village Hall unless changed by a majority vote of all the members of the Village Board.
The voting polls in the Village of Greenville, Outagamie County, Wisconsin, shall be opened from 7:00 a.m. to 8:00 p.m. for all elections.

Section 7.52, Wis. Stats., is hereby adopted in its entirety by reference, as amended or renumbered from time to time, including but not limited to the specific provisions set forth in detail under §§ 4-3.2 and 4-3.3 below.

Central canvassing of absentee ballots. Pursuant to §§ 7.52 and 7.53(2m), Wis. Stats., the Village Board of the Village of Greenville hereby creates a Municipal Board of Absentee Ballot Canvassers and authorizes the centralized counting of absentee ballots on election days in accordance with all procedures prescribed by § 7.52, Wis. Stats.
A. 
The Board of Absentee Ballot Canvassers shall be composed of the Municipal Clerk, or a qualified elector of the municipality designated by the Clerk, and two other qualified electors of the municipality appointed by the Clerk, for a term of two years commencing on January 1 of each even-numbered year. The Clerk may appoint additional inspectors under § 7.52(1)(b), Wis. Stats., to assist the Municipal Board of Absentee Ballot Canvassers in canvassing absentee ballots under this section.
B. 
The Village of Greenville declares that, in lieu of canvassing absentee ballots at polling places under § 6.88, Wis. Stats., the Municipal Board of Absentee Ballot Canvassers shall canvass all ballots at all elections held in the municipality at Greenville Village Hall, W6860 Parkview Drive, Greenville, Wisconsin, or such other location designated by the Clerk and set forth in the notice of meeting under Subsection D below.
C. 
At every election held in the Village following enactment of this article and beginning April 2024, the Municipal Board of Absentee Ballot Canvassers shall, any time after the opening of the polls and before 10:00 p.m. on Election Day, publicly convene to count the absentee ballots for the Village.
D. 
The Village Clerk shall give at least 48 hours' notice of any meeting of the Municipal Board of Absentee Ballot Canvassers under § 7.52(1)(a), Wis. Stats.
E. 
The Village Clerk's office, no later than the closing hour of the polls, shall post at his or her office and on the Village's website, and shall make available to any person upon request, a statement of the number of absentee ballots that the Clerk has mailed or transmitted to electors and those ballots that have been returned by the closing hour on election day.
F. 
The Municipal Board of Absentee Ballot Canvassers shall follow the remaining procedures prescribed under § 7.52, Wis. Stats.

Election officials working at the polls shall be appointed under § 7.30(1)(a), Wis. Stats.
A. 
The Village shall allow for the selection of alternate officials or the selection of two or more sets of election officials to work at different times on Election Day, and permit the Village Clerk or designee to establish different working hours for different officials assigned to the same polling place. Alternate officials may be appointed in a number sufficient to maintain adequate staffing of polling places.
The Trustees of the Village of Greenville shall constitute the Village Board. The Village Board shall be vested with all the powers of the Village not specifically given to some other officer, as well as those powers set forth throughout this Code.
A. 
The Village Board shall consist of the Village President and four Trustees, all of whom shall be elected at each annual spring election for a term of two years, commencing on the third Tuesday of April in the year of their election.
B. 
The four Trustees elected at the first election shall serve the following terms:
(1) 
The term of office of the two candidates receiving the highest number of votes in the first election shall be two years ending with the spring election in 2023.
(2) 
The term of office of the two candidates receiving the remaining votes shall be for one year ending with the spring election in 2022.
(3) 
Thereafter, the term of office of all Trustees shall be two years, with two Trustees being elected in even-numbered years and two Trustees being elected in odd-numbered years.
A. 
The Village President shall be elected at the annual spring election in odd-numbered years for a term of two years, commencing on the third Tuesday in April in the year of their election.
B. 
The Village President shall by virtue of his/her office be a Trustee and preside at all meetings when present, have a vote as Trustee and sign all ordinances, resolutions, rules, bylaws, regulations and commissions adopted or authorized by the Board and all orders drawn on the treasury.
C. 
In the event the President is absent, the Vice President shall preside over the meeting and execute documents.
D. 
A Village Trustee shall be eligible for appointment as Village President to fill a vacant, unexpired term pursuant to § 61.325, Wis. Stats.
The compensation for the Village Trustees and Village President shall be determined pursuant to § 61.193, Wis. Stats.
