Pursuant to Article
II of the Pennsylvania Municipalities Planning Code (53 P.S. § 10201 et seq.), there is hereby created a Planning Commission for the Township of Penn. Said Commission shall consist of members appointed by the Board of Commissioners in accordance with law, who shall serve for terms of three years each.
The Planning Commission shall have and exercise
all the powers and duties vested in it by the Pennsylvania Municipalities
Planning Code and township ordinances.

There shall hereby be created a board of seven
members to be known as the "Penn Township Recreation Board."
The Penn Township Recreation Board shall have
the authority to supervise, maintain and regulate parks and recreation
areas and facilities in Penn Township, including appointment of its
officers and hiring of personnel with funds available to it from any
source.
The Penn Township Recreation Board shall be
the proper agency to receive funds dedicated to recreation purposes
in Penn Township.

Two members of said Board shall be members of
the School Board or members appointed by the School Board, while the
other five shall be drawn from the community at large; provided further
however, that two members of said Recreation Board shall be duly elected
Commissioners of the Township of Penn, provided, further, that in
the event that the term of office of the elected Township Commissioner
who is a member of the Recreation Board shall terminate by death,
resignation or any other reason, then and in that event, the Board
of Commissioners of the Township of Penn may declare said position
vacant and appoint another duly elected Township Commissioner to serve
in his place and stead for the balance of his term. Members of the
Board shall serve for terms of five years or until their successor
qualifies and shall serve without pay. Original appointments shall
be set so that not more than two members' terms shall expire annually.

Two alternate members of the Penn Township Recreation Board
are authorized by this article.
A. The alternate
members shall be appointed by the Penn Township Board of Commissioners
for five-year terms and may act in the absence of any Board member,
with the initial terms of appointment to commence office on January
1, 2023.
B. To be appointed
as an alternate member to the Penn Township Recreation Board, a person
must meet all the requirements of the Penn Township Code to be an
at-large member of the Recreation Board.
C. Each monthly
meeting of the Recreation Board will have an alternate designated
as primary alternate and secondary alternate. The primary alternate
will vote if one or more regular members of the Recreation Board is
absent, and the secondary will act only if two or more regular members
of the Recreation Board are absent. The alternate Recreation Board
members shall rotate which alternate member will be primary and secondary
for each monthly meeting. If the initial two alternates are appointed
simultaneously, then the determination of who will act first will
be determined by lot. The absence of an alternate from a meeting will
not change the rotation; therefore, if an alternate is absent from
a meeting for which he or she would be the primary alternate, the
secondary alternate will be authorized to vote instead and will also
be the primary alternate at the next monthly meeting. If two members
of the Board are absent, then both alternates may act in their stead,
and the rotation will not change. The alternate who was to serve as
primary alternate at the next monthly meeting will be authorized to
vote at the next meeting. If there are no Recreation Board members
absent from a meeting, that does not change the rotation, and the
next monthly meeting will have a new primary and secondary member
as outlined above.
D. For any
meeting other than a regularly scheduled monthly meeting, the designation
of the primary and secondary alternate shall be by lot.
