In expansion of the declaration of legislative intent and statement of community development objectives contained in Article I, §§ 95-2 and 95-3, of this chapter, the specific intent of this district is to:
A. 
Encourage the logical and timely development of land for multifamily development in accordance with the objectives, policies and proposals of the Comprehensive Plan;
B. 
Permit a variety of housing types which conforms to the intent of the Comprehensive Plan and this chapter;
C. 
Assure the suitable design of the multifamily development in order to ensure compatibility with surrounding neighborhoods;
D. 
Ensure that multifamily development will constitute a residential environment of sustained desirability and stability; and
E. 
Permit the continued development and/or redevelopment of multifamily apartments in selected areas of the Borough and to provide for new construction or conversion of existing apartments into elderly housing.
In the R-4 Multifamily District, a building may be erected, altered or used and a lot may be used or occupied for any of the following uses and no other when in compliance with applicable use regulations set forth in Article IV, Use Regulations:
A. 
Uses permitted by right. The following uses are permitted by right:
(1) 
Use B-6: multifamily development.
B. 
Uses permitted by conditional use. The following are only permitted upon the issuance of conditional use approval by Borough Council:
(1) 
Use B-5: mobile home park.
C. 
Accessory uses permitted by right. The following accessory uses are only permitted when subordinate and customarily incidental to any of the above permitted uses and upon the issuance of a zoning permit:
(1) 
Use A-1: residential accessory structures.
(2) 
Use A-4: commercial vehicle parking.
(3) 
Use A-7: fences and walls.
(4) 
Use A-8: home-based business, no-impact.
(5) 
Use A-12: refuse collection faculties.
(6) 
Use A-13: renewable energy systems.
(7) 
Use A-14: satellite dishes and antennas.
(8) 
Use A-15: residential swimming pool.
(9) 
Use A-16: non-tower wireless telecommunications facility, in compliance with § 95-164.
The following standards shall apply to the specified uses in the R-4 District:

Mobile home parks, which are permitted under § 95-61B herein when authorized by the Borough Council as a conditional use, shall comply with the following standards and criteria:
A. 
Mobile home lots.
(1) 
Minimum lot size shall be 5,000 square feet for lots with single-wide units; 6,500 square feet for lots with double-wide units.
(2) 
Minimum lot width shall be 50 feet for lots with single-wide units and 60 feet for lots with double-wide units.
B. 
Distance between mobile home units. The minimum distance between mobile home units shall be 25 feet.
C. 
Common open space. At least 20% of the tract area of the mobile home park shall be in common open space, no more than 1/3 of which may be required buffer area. The location and design of the common open space shall comply with the applicable provisions of the East Greenville Subdivision and Land Development Ordinance.[1]

D. 
Nonresidential units. No part of a mobile home park shall be used for nonresidential purposes, except such uses that are required for the direct servicing, recreation and well-being of the residents and for the management and maintenance of the park (such as a store, laundromat or office not exceeding 2,000 square feet).
E. 
Lighting facilities. Lighting facilities shall be required for the safety and convenience of residents. These facilities shall be arranged in a manner which will protect streets and neighboring properties from unreasonable glare or hazardous interference of any kind.
F. 
Accessory uses and structures customarily incidental to the maintenance, servicing and well-being of mobile home park residents shall be permitted only as part of an approved development plan for the site. Accessory uses shall be permitted on individual lots and shall comply with § 95-153 of this chapter.
G. 
All mobile home parks shall comply with the provisions of §§ 95-62 and 95-64 of this article which are not in conflict with the provisions of § 95-63 of this article.
In addition to the plan submission requirements in the East Greenville Subdivision and Land Development Ordinance,[1] the following shall also be required on plans for all developments in the R-4 Multifamily Residential District:
A. 
Architect's drawing: an architect's drawing showing the external appearance of the proposed multifamily development with all related landscaping and parking areas.
B. 
Plan requirements. Plans submitted for approval shall show the layout of the total area and shall include, in addition to the requirements of the East Greenville Subdivision and Land Development Ordinance, the following:
(1) 
The location, use, plan, dimensions and height of each building and the total gross floor area contemplated.
(2) 
The floor area of each dwelling unit and the number of bedrooms in each unit.
(3) 
The location of each stage and the schedule of stages.
