Unless the context specifically indicates otherwise, the meaning of the terms used in these rules and regulations shall be as follows:
AUTOMATIC METER READING (AMR)
The reading of meters electronically. AMR shall also refer to the equipment and devices necessary to read meters via the telephone system including the encoder type water meter, meter interface unit telephone jacks, wires and all other equipment and appurtenances owned by, leased by or under the control of the Township.
BUILDING CONNECTION/SERVICE LINE
The supply pipe connected to the service pipe at the curb stop and leading therefrom to the building on the customer's premises.
CHECK VALVE
An automatically operated valve designed to permit the flow of water in one direction only.
CONNECTING PIPE
The supply pipe connected to the service pipe at the curb stop and leading therefrom to the meter on the customer's premises.
CONNECTION FEE
A charge imposed upon the owner or occupant of property or premises to be connected to the Township's water system representing a fair payment toward the cost of the water system and calculated pursuant to Municipal and County Utilities Authority Law, N.J.S.A. 40:14B-21. The connection fee is an addition to the actual cost of the physical connection or "tapping fee" imposed pursuant to the rate schedules annexed to these Rules and Regulations.
CURB STOP
The fitting attached to the service pipe at the curb, for turning on and shutting off water.
CUSTOMER
A person, partnership, firm, corporation, governmental subdivision or agency receiving water service to premises, as hereinafter defined.
DEPARTMENT
The Township of Allamuchy Water and Sewer Utilities Department.
DISTRIBUTION MAIN
A pipe which delivers water to the service pipes attached thereto to serve the premises of customers.
DOMESTIC CONSUMER UNIT
A dwelling or structure normally occupied by a single family.
EASEMENT
An acquired legal right for the specific use of land owned by others.
EMERGENCY CUT-IN VALVE
A device installed on auxiliary fire service lines designed to open automatically when downstream pressure drops below a pre-set head; and which automatically closes when pressure rises above the pre-set amount.
FIXTURE UNIT
Each plumbing unit including but not limited to sink, toilet, urinal, tub or shower.
FLOW EQUALIZATION
The reduction in peak rates of flow, through the use of water storage facilities or equalization tanks.
HOUSE CONNECTION
See "service connection."
INDIRECT CONNECTION
A connection serving more than one service unit with one or more owners through a single meter (master meter).
LICENSED OPERATOR
The licensee approved by the NJDEP, who is on-site a significant amount of time, although not necessarily full-time, and who has active involvement in and is responsible for the operation, maintenance, and effectiveness of the water system and who holds a license equal or superior to that required for the system.
MAIN
A pipe or conduit that carries potable water.
MASTER METER
A single meter serving premises that include more than one service unit with one or more owners.
MAY
Is permissive (see "shall").
METER
A mechanical device which registers and records the quantity of water supplied to the customer.
OFF-SITE
Located outside the lot lines of the lot in question but within the property (of which the lot is a part) which is the subject of a development application or contiguous portion of a street or right-of-way.
OFF-TRACT
Not located on the property which is the subject of a development application nor on a contiguous portion of a street or right-of-way.
ON-SITE
Located on the lot in question.
ON-TRACT
Located on the property which is the subject of a development application or on a contiguous portion of a street or right-of-way.
PERSON
Any individual, firm, company, association, society, corporation, or group.
PREMISES
Includes the following:
A. 
A building or other structure under one roof owned or leased by one customer.
B. 
A combination of buildings owned or leased by one customer, in one common enclosure, occupied by one customer.
C. 
A building owned or leased by one customer having a number of apartments, offices, or lofts which are rented to tenants, using one or more halls and entrances in common.
D. 
A combination of buildings owned or leased by one customer, in one common enclosure, none of the individual buildings of which is adapted to separate ownership.
E. 
A cooperative apartment, condominium, townhouse or similar development served by one or more master meters for distribution of water to a greater number of unit owners or occupants.
F. 
A public building.
G. 
A single plot, such as a park, playground or cemetery.
H. 
Any other service unit or group of service units under single, joint or common ownership.
PRESSURE REDUCING VALVE
A device which is placed in pipe lines to maintain automatically a given working pressure on its outlet side regardless of the pressure on the inlet side.
PRESSURE RELIEF VALVE
A device installed in pipe lines and other pressure systems to relieve automatically excess house system pressure, above the predetermined setting of the relief valve.
PRIVATE FIRE SERVICE HYDRANTS or PRIVATE FIRE HYDRANTS
Hydrants on private property connected to private water lines served by the Township system and owned and maintained by the customer.
PUBLIC MAIN
A common water main controlled by a governmental agency or public utility.
RULES AND REGULATIONS
These entire "Rules and Regulations for Water Service" as the same may be amended or revised from time to time.
SERVICE CHARGE
Rents, rates, fees and other charges for direct or indirect connection for the use of products or services of the water system, or sale of water, or water services, facilities or products.
SERVICE CONNECTION
That portion of the public water system which extends from the main in the street or easement to the or curb stop closest to the water main. (Also called "house connection.")
SERVICE PIPE
A supply pipe installed by the Township at the customer's expense leading from the corporation stop at the main to the curb stop and not to exceed two inches in diameter.
SERVICE PIPE - LARGE DIAMETER
A supply pipe installed by the customer at the customer's expense leading from a shut-off valve at the main to the customer's premises and is larger than two inches in diameter.
SERVICE UNIT
A residential, commercial, industrial or other unit of property to which water service is provided either by direct connection or a master meter serving other units.
SHALL
Is mandatory (see "may").
TAMPERING
To interfere with the water system in a manner that is harmful to the condition, operation, and maintenance of the water system.
TAP or CORPORATION STOP
The fitting inserted in the distribution main to which the service pipe is attached. It is used for shutting off water in case of repairs to the service pipe.
TOWNSHIP
The Township of Allamuchy.
TRANSMISSION MAIN
A pipe line of large diameter (usually 10 inches and larger) which delivers water from the various treatment facilities, pumping stations and distribution reservoirs to the distribution mains.
WATER FACILITIES
The structures, equipment, and processes required to supply, treat, store, and/or distribute.
WATER MAIN EXTENSION
An addition to the existing system of transmission and distribution mains, constructed by the Township.
WATER SYSTEM
The facilities, structures and other real and personal property acquired, constructed or operated by the Township for the purposes of supplying, treating, storing, transmitting, and distributing water, including wells, conduits, pipe lines, mains, pumping stations, treatment plants and works, storage tanks and reservoirs, connections, service pipes and other structures, conveyances, and other real and personal property, and rights therein, and appurtenances.
WATER TREATMENT WORKS
An arrangement of devices and structures for treating water. Sometimes used as synonymous with "water treatment plant."
