No person shall cause, suffer or allow to be discharged or to escape into the open air from any building, dwelling, stationary or locomotive engine or motor vehicle, place or premises, within the Incorporated Village of Bellerose, dense smoke or any smoke, soot, cinders or dust in such manner or in such quantities as to cause injury, detriment or annoyance to persons or to the public or injury or detriment to any property within the Village. All persons participating in any violation of this provision, either as proprietors, owners, tenants, managers, superintendents, engineers, firemen or motor vehicle operators or otherwise, shall be severally liable therefor.
Any person violating the provisions of this chapter shall be punishable by a fine of not more than $100 for each offense and shall, in addition thereto, be declared to be and be prosecuted as a disorderly person.
