As used in this chapter, the following terms shall have the meanings
indicated:
SATELLITE TELEVISION ANTENNA
An antenna, the purpose of which is to receive television or radio
signals from orbiting satellites. Said antenna is sometimes known as a "disc"
or "dish."
All satellite television antennas shall be effectively screened on all
sides by a solid fence, compact evergreen hedge, planting screen or principal
structure. Prior to the issuance of a building permit, a plan for such screening
shall be submitted by application to the Architectural Review Board, and that
Board's approval must be obtained before a building permit will be issued.
Satellite television antennas shall be located and designed to reduce visual
impact from surrounding properties at street level and from public streets.
Every antenna must be adequately grounded for protection against a direct
strike of lightning.
Antennas shall be located at ground level only.

No antenna shall be installed, erected or maintained until a building
permit for the same shall have been issued by the Village Clerk or the Village
Building Inspector, after an application therefor showing conformity with
all the terms and provisions of this chapter.
Any person who violates any provision of this chapter shall, upon conviction
thereof, be subject to a fine not exceeding $350 or imprisonment for a period
not to exceed six months, or both, for conviction of a first offense; for
conviction of a second offense, both of which were committed within a period
of five years, subject to a fine not less than $350 nor more than $700 or
imprisonment for a period not to exceed six months, or both; and, upon conviction
for a third or subsequent offense, all of which were committed within a period
of five years, subject to a fine not less than $700 nor more than $1,000 or
imprisonment for a period not to exceed six months, or both. However, for
the purpose of conferring jurisdiction upon courts and judicial officers generally,
violations of this chapter shall be deemed misdemeanors, and, for such purpose
only, all provisions of law relating to misdemeanors shall apply to such violations.
Each week's continued violation shall constitute a separate additional violation.
