The provisions of this chapter shall be interpreted
as providing minimum requirements adopted for the purpose of promoting
the health, safety, morals and general welfare of this community.
Whenever any provision of this chapter is at variance or in conflict
with any other provision herein, or any other statute, regulation
or law, the more restrictive provision or the one imposing the higher
standard shall prevail.
Each and every clause, sentence, paragraph and
section in this chapter is separately written. In the event that any
such provision should be decided by a court of competent jurisdiction
to be unconstitutional or invalid, such a decision not affect the
validity of this chapter as a whole or any part thereof other than
the part declared to be unconstitutional or invalid.
This chapter repeals in its entirety the Zoning
Law of the Town of Lockport, and all amendments thereto, except as
contained herein, provided that the following shall not be repealed,
but shall remain in full force and effect as originally enacted and
not as part of the Zoning Law:
A. Existing § 261-102 et seq., entitled, "Bingo
Ordinance," as adopted April 30, 1958.
B. Existing § 261-105 et seq., entitled, "Ordinance
to Regulate and License Peddlers."
