An Advisory Board of Recreation of the Borough of Cresskill, consisting of 15 members, be and the same hereby is created and established.

The Advisory Board of Recreation shall have the following powers and duties:
A. 
To make recommendations to the Mayor and Council concerning or touching upon the day to day operation and administration of the recreation program of the Borough of Cresskill, which recommendation or recommendations, after study by them, shall be considered by the Mayor and Council. If the Mayor and Council shall approve of such recommendation or recommendations or any part thereof, the Board shall be notified of this approval, and the Board may, in the discretion of the Mayor and Council, be directed to carry into effect the recommendations or any approved part thereof.
B. 
To make recommendations to the Mayor and Council concerning or touching upon matters of policy affecting the recreation program for the Borough of Cresskill. Such recommendations shall be considered by the Mayor and Council after a report thereon from the Chairman. Notice of any action on such recommendation shall be forwarded to the Advisory Board.
C. 
To adopt a constitution and/or bylaws governing the affairs of the Board within 30 days of final passage of this article. However, such constitution and/or bylaws must be approved by a majority of the Mayor and Council and may only be amended with the approval of the majority of the Mayor and Council and shall be inoperative to the extent said constitution and/or bylaws is in conflict with any provision of any ordinance of the Borough of Cresskill or any state or federal statute.
All members of the Board of Recreation shall be appointed by the Mayor as follows:
A. 
Five persons shall be appointed for a term of service commencing from date of appointment and expiring December 31, 1973; five additional persons shall be appointed for a term of service commencing from date of appointment and expiring December 31, 1974; and five additional persons shall be appointed for a term of service commencing from date of appointment and expiring December 31, 1975.
B. 
Upon the expiration of each of the above-described terms of office, a new member shall be appointed for a period of three years so that each year thereafter 1/3 of the appointments shall expire, and a new appointment shall be made by the Mayor to fill those expired terms. In the event a vacancy shall occur, the Advisory Board of Recreation may recommend to the Mayor and Council an interim appointment to fill the vacancy for the duration of the unexpired term. Upon receipt of said recommendation, the Mayor and Council may act as they see fit with respect to said recommended appointment.
